On February 22, 2024, the Ministry of Information and Communications held a meeting with representatives of a number of manufacturers, import companies and testing laboratories. According to the content of documents exchanged at the meeting, the Vietnam MIC received comments from businesses in the process of developing a draft Circular regulating the list of group 2 goods (list of goods under Type Approval and SDoC scope) falls under the responsibility of the MIC.
The main contents will be reflected in the official version of the Circular regulating the new list of group 2 goods (list of goods subject to regulation conformity certification and declaration of conformity) as follows:
1) Allows the application of new standards such as QCVN 55:2023/BTTTT, QCVN 110:2023/BTTTT, QCVN 111:2023/BTTTT earlier than the initially determined validity period. It is expected that businesses will be allowed to selecte applying the new standards from May 15, 2024.
(Note: QCVN 117:2023/BTTTT is allowed for certification of conformity from February 15, 2024)
2) The certificate issued according to Circular No. 04/2023/TT-BTTTT , issued before 01-Jan-2024, will continue to be valid until the end of the validity period on the certificate of conformity (no additional test for n77, n78 are requiredfor 5G phones or VoLTE for 4G phones...)
3) Does not require the application of some technical criteria that are difficult to test, such as TRP, TRS, base station performance...
4) Suspend testing under extreme conditions again for most products until June 30, 2025 (except for Access Points) (This content is part of ExtendMax's comments sent to Vietnam MIC)

5) Using radio module test results to certify host device conformity is still not allowed.
6) Exempted from certification of conformity and declaration of conformity with imported shipments for self-use with a maximum of 3 radio transceiver products. This condition only applies to certain types of products that are less unsafe such as laptops, tablets, desktop computers, and TVs. (This content is part of ExtendMax's comments sent to Vietnam MIC)
It is expected that the above changes will have a positive impact on the measurement, testing and certification of conformity of radio transceiver devices, testing time and costs will be significantly reduced. At the same time, some embarrassing cases when the quantity of imported products was not even enough for testing samples were also resolved.
