1. What is a printer, printer classification?
A printer is a device tool used to represent on different materials (usually cloth or paper) pre-written or designed content.
Most printers are used in offices, they are connected to a computer or a shared print server. Another part is other specialized printers connected to industrial equipment used to decorate product patterns, print labels on specific materials, and print packages. Printers can be classified in different ways by printing technology
a. Printer used in the office
In daily life, office and home-use printers are divided into types: laser printers, dot-matrix printers, inkjet printers, etc. This type of printer usually has the following features
- Use a standard paper size, usually from A3 size and smaller
- Wide range of all-in-one printers with built-in fax or telegraph functionality
- Has a print speed that rarely exceeds 60ppm (page per minute)

b. Packaging label printers, industrial printers
In the industrial manufacturing industry, industrial printers are developed with many different application technologies and are classified into the following main types of printers:
- Offset printing machine: is a type of machine that prints the contents from the mold onto the surface of the material with one or more colored inks under pressure applied to the printer.
- Digital printers: making machines that use printing methods based on digital images that are directly linked to technological equipment (computers, inkjet printers, lasers, ...)
- Gravure printing machine: Using 100 microns thick copper-plated printing shaft for printing (also called concave printing)
- Flexo printing machine: Using flexo printing technology, also known as embossing.
- Silk-screen printing machine: Using silk-screen printing technology, have a screen printed mold made of silk or replace the silk screen with other materials such as cloth, cotton or metal mesh.

a. Regulations of the Ministry of Information and Communications

Circular 22/2018/TT-BTTTT of the Ministry of Information and Communications stipulating the list of imported and exported goods in the field of printing and publishing publications (This Circular will be amended by the Ministry of Information and Communications in the future. close to have content corresponding to the amendments and supplements in Decree No. 72/2022/ND-CP). Whereby:
- Before January 1, 2023 (the effective date of Decree No. 72/2022/ND-CP), printers on the list with HS codes specified by Circular No. 22/2018/TT-BTTTT of the Ministry of Information and Communications will need to apply for a printer import license to qualify for customs clearance.
- From January 1, 2023 (the effective date of Decree No. 72/2022/ND-CP, printers are on the list with HS code) specified by Circular 22/2018/TT-BTTTT of The Ministry of Information and Communications will need to carry out the "printer import declaration procedure" for customs clearance

Decision 04/2017/QD-TTg of the Prime Minister stipulating the list of equipment subject to energy labeling and application of the minimum energy efficiency level, effective from April 25, 2017 issued by the Prime Minister

3. Dossier of application for a printer import license
a. Dossier of application for a printer import license from the MIC
Pursuant to Decree 72/2022/ND-CP:
“Article 28. Procedures for declaring import of printing equipment
1. The declaration file shall be sent to the Ministry of Information and Communications through the National Single Window.
2. A dossier of declaration of import of printing equipment consists of a declaration of import of printing equipment according to the prescribed form and documents showing technical specifications and technology of prepress, printing and post-printing processing of each type of equipment.
3. Within 03 working days from the date of receipt of a complete dossier, the Ministry of Information and Communications must issue a certificate of declaration of import of printing equipment; in case of refusal to issue a certificate, a written reply clearly stating the reason must be given.”
Therefore, in order to carry out the procedure for declaring import of printers, enterprises need to prepare in advance the following information:
→ Printer name in Vietnamese (and English name if available)
→ Manufacturer's name (usually on the machine's catalog or label)
→ Model (printer type) (usually found on the machine's catalog or label)
→ Identify number / machine number / Series Number (on the machine's label)
→ Country of origin (Made in ....)
→ Customs value of the printer (will be shown on customs invoice)
→ Year of manufacture (usually on the machine's label)
→ Quantity (number of machines to be imported)
→ Quality (100% new machine or used machine)
→ Specifications of the printer (usually found in the catalog)
→ Import purpose (import for self-use for production, or import for business)
→ The address for placing the machine for the first time (the address for placing the machine after importing)
b. Dossier of application for a license to import civil cryptographic printers
