1. List of home appliances and office equipment requiring energy efficiency compliance to enter Vietnam
Regulated by Decision 04/2017/QD-TTg of the Prime Minister Vietnam, the following groups of equipment requires MOIT Energy Efficiency Declaration of Conformity (DoC) and must comply with minimum energy efficiency performance levels to be imported and sold in Vietnam market.
Road map for implementation for new devices (LED lightings, laptop computers, storage water heater) will be announced later in further Decisions of the Prime Minister Vietnam
The list of equipment groups regulated to obtain VNEEP energy efficiency DoC as follows:
1. Home appliance group: straight fluorescent lamps, compact fluorescent lamps, electronic ballasts and ballasts for fluorescent lamps, air conditioners, refrigerators, home-use washing machines, rice cookers, electric fans, televisions, LED lightings, storage water heaters.
2. Office equipment group: photocopier, computer monitors, printers, commercial refrigerators, laptop computers.
3. Industrial equipment group: electric distribution transformers, electric motors.
4. Automobile group: motorbikes, cars (7 seats or less)

Important notes:
→ Most of the home appliances need Safety CR approval (QCVN 4:2009/BKHCN) an EMC CR approval (QCVN 9:2012/BKHCN) also.
→ Certain home appliance like television (TV) is under mandatory scope for Vietnam MIC ICT type approval
→ Certain printers need to apply for MIC import permit to be imported to Vietnam
→ Confirmity certification for RoHS will be mandated from 01 Jan 2026 for home appliances and ICT products.
Within scope of this article, we guide for procedures and requirements for home appliances and office equipment only.
3. Energy Efficiency DoC document requirements for home appliances and office equipment
Required documents to apply for Energy Efficiency certificate for product as follows:
→ Vietnam Energy Efficiency Declaration of Conformity form
→ Minimum Energy Performance Standard (MEPS) test reports
→ Certificates and Accreditation Letter of Test lab if test reports are issued by oversea labs.
→ Energy Label draft artwork (comparative label or recognition label, depends on product type)
Department of Energy Efficiency and Sustainable Development shall review the application dossier and issue Energy Efficiency certificate within 2 weeks. Certificate holder can use Vietnam Energy Label only after DoC process.
4. Energy Efficiency label used for home appliances and office equipment
There are two type of Energy Efficiency label, including:
Energy Efficiency Comparative label:
→ Rectangle form with green background
→ Listing brand name and model name of the product
→ Listing name and address of the importer or manufacturer
→ Include "start grade" (from 1 star up to 5 stars), the more stars, the better product is (in term of energy efficiency)
→ Comparative label also include major technical specs like power ratings and energy consumption amount.
→ Comparative label is applied to the products assuming to consume much energy and need to be strictly controlled. Products need Comparative labels are television (TV), refrigerator and freezer, air conditioner, washing machine, rice cooker, electric fans...
Energy Efficiency Recognition label:
→ Triangle form with green background
→ Not listing brand name and model name of the product
→ Not listing name and address of the importer or manufacturer
→ Have the meaning that product meet "minimum requirement on energy efficiency only
→ Not listing technical specs and energy consumption amount.
→ Recognition label is applied to the products assuming not to consume much energy. Product that need energy efficiency recognition label are LED light, electric motor, laptop and tablet computer, printer, photocopier, PC display...
5. VNEEP Energy Efficiency DoC acceptance authority:
After getting MEPS test report and prepare other documents as above listed, applicant shall submit the dossier to Department of Energy Efficiency and Sustainable Development. The Department of Energy Efficiency and Sustainable Development shall review the application dossier and submit to Ministry of Industry and Trade (Vietnam MOIT) for issuing Energy Efficiency DoC acceptance letter within 1-2 weeks. Certificate holder can use Vietnamese Energy Efficiency Label only after DoC process.
