EXTENDMAX – 06/01/2026 – On 31 December 2025, the Ministry of Science and Technology (MOST) officially signed and promulgated Circular No. 52/2025/TT-BKHCN together with QCVN 86:2025/BKHCN – the National Technical Regulation on electromagnetic compatibility (EMC) for terminal equipment and ancillary devices in mobile communication systems (mobile phones and terrestrial mobile communication terminal equipment). QCVN 86:2025/BKHCN takes effect from 15 February 2026 and becomes mandatory from 01 January 2027.
QCVN 86:2025/BKHCN will replace QCVN 86:2019/BTTTT and QCVN 18:2022/BTTTT (with respect to mobile phones and 5G terminal equipment). During the transitional period from 16 February 2026 to 31 December 2026, enterprises and manufacturers may choose to apply QCVN 86:2025/BKHCN or the corresponding technical regulations applicable to each product type as listed in Circular No. 29/2025/TT-BKHCN. For detailed provisions, please refer to Article 3 of Circular No. 52/2025/TT-BKHCN provided in the section below this article.
At this time, no testing laboratories have been designated or recognized for testing in accordance with QCVN 86:2025/BKHCN. Please contact ExtendMax for consultation and updates on testing and declaration of conformity under QCVN 86:2025/BKHCN in the coming period.

CIRCULAR
Promulgating the “National Technical Regulation on Electromagnetic Compatibility for Terminal Equipment and Ancillary Devices in Mobile Communication Systems”
Pursuant to the Law on Standards and Technical Regulations dated 29 June 2006;
Pursuant to the Law on Telecommunications dated 24 November 2023;
Pursuant to the Law on Radio Frequencies dated 23 November 2009 and the Law amending and supplementing a number of articles of the Law on Radio Frequencies dated 09 November 2022;
Pursuant to Decree No. 127/2007/NĐ-CP dated 01 August 2007 of the Government detailing and guiding the implementation of a number of articles of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 78/2018/NĐ-CP dated 16 May 2018 of the Government amending and supplementing a number of articles of Decree No. 127/2007/NĐ-CP dated 01 August 2007 of the Government detailing the implementation of a number of articles of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 55/2025/NĐ-CP dated 02 March 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
At the proposal of the Director of the Radio Frequency Department and the Director General of the Legal Affairs Department,
The Minister of Science and Technology promulgates this Circular prescribing the National Technical Regulation on electromagnetic compatibility for terminal equipment and ancillary devices in mobile communication systems.
Article 1. Promulgation of the National Technical Regulation
Promulgated together with this Circular is the National Technical Regulation on electromagnetic compatibility for terminal equipment and ancillary devices in mobile communication systems (QCVN 86:2025/BKHCN).
Article 2. Entry into force
1. This Circular shall take effect from 15 February 2026.
2. Circular No. 10/2019/TT-BTTTT dated 04 October 2019 of the Minister of Information and Communications promulgating the “National Technical Regulation on electromagnetic compatibility for terminal equipment and ancillary devices in mobile communication systems” shall cease to be effective in accordance with the application roadmap specified in Article 3 of this Circular.
Article 3. Application roadmap
1. For devices bearing HS codes 8517.13.00, 8517.14.00, and 8517.62.59 specified in Section 1.1.1 of Appendix I, and devices bearing HS code 8517.62.59 specified in Section 4.9 of Appendix II of Circular No. 29/2025/TT-BKHCN dated 13 November 2025 of the Minister of Science and Technology, which stipulates the list of products and goods potentially causing safety risks in the field of information technology and telecommunications under the management responsibility of the Ministry of Science and Technology:
a) QCVN 86:2025/BKHCN shall apply and replace QCVN 86:2019/BTTTT from 01 January 2027.
b) Enterprises, organizations, and individuals may choose to conduct testing in accordance with QCVN 86:2025/BKHCN or QCVN 86:2019/BTTTT for the purpose of declaration of conformity from the effective date of this Circular until 31 December 2026.
2. For devices bearing HS codes 8517.13.00, 8517.14.00, and 8517.62.59 specified in Section 1.1.2, and devices bearing HS code 8517.14.00 specified in Section 1.1.11 of Appendix I of Circular No. 29/2025/TT-BKHCN dated 13 November 2025 of the Minister of Science and Technology, which stipulates the list of products and goods potentially causing safety risks in the field of information technology and telecommunications under the management responsibility of the Ministry of Science and Technology:
a) QCVN 86:2025/BKHCN shall apply and replace QCVN 18:2022/BTTTT from 01 January 2027.
b) Enterprises, organizations, and individuals may choose to conduct testing in accordance with QCVN 86:2025/BKHCN or QCVN 18:2022/BTTTT for the purpose of declaration of conformity from the effective date of this Circular until 31 December 2026.
3. Technical requirements for GSM technology (2G and 2.5G) stipulated in QCVN 86:2025/BKHCN and QCVN 86:2019/BTTTT shall no longer apply from 16 September 2026.
Article 4. Implementation
1. The Chairman of the National Standards, Metrology and Quality Committee; the Chief of Office; the Director of the Radio Frequency Department; the Director of the Telecommunications Authority; heads of agencies and units under the Ministry of Science and Technology; Directors of Departments of Science and Technology of provinces and centrally governed cities; and relevant organizations and individuals shall be responsible for the implementation of this Circular.
2. During the course of implementation, if any difficulties arise, agencies, organizations, and individuals shall promptly report in writing to the Ministry of Science and Technology for guidance or for consideration of amendments and supplements as appropriate./.
