EXTENDMAX - Pursuant to Decree 132/2008/ND-CP dated 31/12/2008 (amended and supplemented by Decree 74/2018/ND-CP dated 15/05/2018 and Decree 154/2018/ND-CP dated 09/11/2018) of the Vietnam Government and Vietnam MIC Circular 30/2011/TT-BTTTT (including its amendment and supplement versions), imported goods and equipment are listed in Appendix I and Appendix II of Circular 02/2022/TT-BTTTT of the Ministry of Information and Communications shall have to register for "Product Quality Inspection Registration" (PQIR) process for imported products. Before 31-05-2018, wireless and ICT products under MIC management scope used to need MIC import permit for importation. From 31-05-2018, MIC import permit for wireless and ICT products has been terminated by Decision 823/QD-BTTTT of MIC Minister and replaced by the "Product Quality Inspection Registration" (PQIR) process.

1. The list of products subject to quality inspection of imported goods includes:
a. Radio transmitters and transceivers.
→ WLAN devices such as WLAN Router, Wireless Gateway, Access Point..
→ 2G, 3G, 4G/LTE, 5G NR terminal such as cell phones, tablets, GPS trackers, 4G routers ...
→ VHF, MF, HF, UHF radios such as radios and telephones used in maritime, aviation, petroleum.
→ Marine equipment such as EPIRB, AIS, GMDSS, radar, Immasart, Ku band / C band VSAT transmitters.
→ Short range devices such as RFID reader, NFC, Smart-home and IoT applications.
b. Group of information technology equipment
Information technology devices include desktop computers, Notebook, Tablet PC ...
c. Group of Sound and television broadcasting equipment
Sound and television broadcasting equipment including television (TiVi), Set-top-Box, TV broadcaster, television cable network amplifier
d. Lithium batteries and other wireless devices

From 2018, the server, ethernet router (without wireless function), wired gateway, ethernet switch are no longers under mandatory scope for PQIR
2. Dossiers for imported product quality inspection registration
Pursuant to the Government's Decree No. 74/2018/ND-CP and Vietnam MIC Circular 30/2011/TT-BTTTT, the document requirements for imported product quality inspection registration as follows:
(1) Imported product quality inspection registration form
(2) Airway Bill or Bill of Lading or letter of declaration for no-way-bill road transport
(3) Commercial Invoice or Proforma Invoice or Shipping Invoice
(4) Commercial Contract or Purchase Order
(5) Product brochure or datasheet or specification sheet
(6) A snapshot of the product label or short description of the goods or technical specification sheet with product picture (not mandatory)
(7) Certificate of Conformity (Type Approval for wireless product listed under Appendix I of Circular 02/2022/TT-BTTTT/ Declaration of Conformity for product listed under Appendix I and Appendix II)
In addition, the following documents may be submitted (optional):
(8) Packing list (if available)
(9) Customs declaration form (if available)
(10) Certificate of Free Sale (CFS) (if applicable).
(11) Certificate or test results of the exporting country (if available).
(12) List of goods (if any) (used when there are many model in the shipment)
If the importer has not yet obtained Type Approval certificate and/or Declaration of Conformity, the VNTA shall still sign and stamp to acknowledge the "imported product quality inspection registration" form so the importer can still use it for customs clearance. After getting the product, importer has to process local testing and obtain certificate to submit to VNTA within 15 days since customs clearance date.
3. The place for imported Product Quality Inspection Registration
Registration for imported product quality inspection can be applied to one of the below three authorities of VNTA:
a. Hanoi:

4. Beside PQIR process, what will you need for customs clearance?
If your shipments contains not only the products under mandatory scope for PQIR, but also contains LAN equipment such as firewall, core switch, sercurity appliances, server, then you may need import permit for civil cryptography products or cybersecurity products which takes long time to obtain.
