EXTENDMAX - Electrical and electronic household appliances are playing a great role in improving people's lives and are produced and imported more and more into Vietnam. However, it is very important to choose a product with quality and safety, in accordance with regulations on certification of conformity. Home appliances that have the potential to cause electrical unsafety to people such as water heaters, hair dryers and hair care devices, electric kettles, rice cookers, irons, electric ovens, coffee machine, hand dryer... must apply for CR safety type approval (CR mark approval) according to electrical safety regulations. Meanwhile, some other products when operating may cause electromagnetic interference to nearby devices such as refrigerators, freezers, washing machines, vacuum cleaners, hand drills, blenders, etc. juicer... must apply for EMC CR type approval for electromagnetic compatibility.
Why need EMC and Safety approval for household appliances?
Pursuant to regulations of Ministry of Science and Technology Vietnam (MOST Vietnam), manufacturers or importers have to obtain Safety approvals or EMC approvals for electrical and electronic home appliances to access Vietnam market. After obtaining Safety or EMC approvals, certificate holder will be granted a CR code and has to label products with CR marks (given CR code must be on the mark). Procedures to obtain Safety Approvals or EMC Approvals usually take 4 weeks lead time for per-lot certification and longer for 3-year certification with factory inspection depends on factory location.

List of regulatory products and certification method (certification system)
There are two types of certificates manufacturers or importers need to obtain for their electrical and electronic appliances to access Vietnam domestic market. EMC or Safety type approval certificates are required for home appliances for customs clearance process and Declaration of Conformity is required before products are sold to consumers.
Safety CR type approval:
There are certification system of choice for safety approvals with different validity:
3-year safety type approvals
Clients can obtain 3-year safety approvals with factory inspection. 3-year type approval certificate is valid for certified product model within validity of the certificate, regardless how many times the product model is exported to Vietnam.
Per-lot CR safety approval
Per-lot safety approvals is to certify a single exporting lot only and factory inspection is not required. Pursuant to QCVN 4:2009/BKHCN of MOST Vietnam, the below appliances are subjected to mandatory Safety approvals:
(1) Instantaneous water heater.
(2) Water heater with storage
(3) Hair dryer and appliances for hair care
(4) Electric kettle
(5) Rice Cooker
(6) Electric fan
(7) Electric iron, steam iron
(8) Microwave oven
(9) Electric grills and similar portable cooking appliances
(10) Low voltage electric cable
(11) Portable immersion water heaters
(12) Electric tea makers and coffee makers
(13) Electric hand dryer
(14) Electric cooker, induction cooker
(15) LED Lights
EMC CR type approvals
Clients can obtain 3-year EMC approvals without factory inspection. 3-year EMC type approval certificate is valid for certified product model within validity of the certificate, regardless how many times the product model is exported to Vietnam.
Pursuant to QCVN 9:2012/BKHCN of MOST Vietnam, the below appliances are subjected to mandatory EMC approvals:
(1) Instantaneous water heaters
(2) Motor operated portable electric power tools
(3) Fluorescent lamps with built-in ballasts
(4) Electric Vacuum cleaners
(5) Electric Washing machines
(6) Electric refrigerators and freezers
(7) Electric Air-conditioners
(8) Hair dryers
(9) Fruit / egg blenders, fruit juicer, meat grinders
(10) Microwave combination ovens, microwave ovens, and electric cookers (including induction cookers)
(11) LED Lights
Declaration of Conformity process
Domestic manufactured product: After obtaining Type Approval certificates, applicant has to submit for Declaration of Conformity (DoC) to Authorities of Directorate for Standards, Metrology, and Quality (STAMEQ)
Imported product: Submit Type Approval certificates to Authorities of Directorate for Standards, Metrology, and Quality (STAMEQ)
Certification body for CR safety and EMC type approval
Manufacturers and importer can submit type approval application to local certification bodies designated by STAMEQ in Vietnam. Each certification body has its own designated certification scope. There are several certification bodies in Vietnam of choice which is designated to certify almost every products subjected to Safety and EMC approvals
