3. Procedures for registration of type quality certificates

3.1 Certification application documents to be prepared

• Test Registration Form
• Information sheet about spare parts, product photos
• Satisfactory COP Notification (COP)
• Commercial invoice
• Customs declaration
• Test report (FS) of spare parts issued to the importer himself

3.2 Type Quality Certification Process

Step 1: Identifying products on the list of potentially unsafe products under the state management responsibility of the Ministry of Transport is now the Ministry of Construction after the merger in Circular 62/2024/TT-BGTVT

Step 2: Register for COP assessment and make a dossier for inspection registration at the Registry

Step 3: Open the customs declaration, bring the goods to the warehouse and proceed to register for testing and sampling the test product.

Step 4: Submit additional information on imported spare parts, photographs, customs declarations at the Registry and bring samples for testing at the Motor Vehicle Testing Center (VMTC)

Step 5: Submit additional test reports, and notify the COP to be satisfactory

Note: Enterprises will not be granted type certificates and must be re-exported if they fall into 1 of the following 2 cases:

• Unsatisfactory test report
• The enterprise fails to complete the dossier after 45 days from the date the goods are cleared from customs (except for the case where the enterprise proves that it is doing sample testing or COP, the enterprise is in the process of COP)

Step 6: Issuance of Type Quality Certificate

• With the dossier without COP but the test report is satisfactory: The Registry issues a certificate for the imported shipment, only valid for the type of spare parts... belonging to the import shipment with declaration No. ... day
• With a complete dossier of COP and satisfactory test report: The issued certificate is valid for 36 months and is exempt from opening the registration dossier during the validity period of the certificate. The certification body suspends the validity of the certificate if the COP expires without re-evaluation.

4. Frequently Asked Questions About Type Certification

If after 45 days after customs clearance, there is no test report issued by VMTC, will the dossier of registration for type quality certification be returned?

=> According to Circular 54/2024/TT-BGTVT, the dossier of registration for type quality certification will not be returned if the enterprise proves that it is doing testing.

The reality is that VMTC is overloaded because currently in Vietnam only this unit is assigned testing capacity for spare parts and motor vehicles, while the needs of businesses are many. Normally, to receive the test dossier, the enterprise will have to wait for 1-2 weeks from the date of submitting a valid test registration dossier at VMTC. If the test application is invalid, the time to be tested will be longer.
