EXTENDMAX – Ministry of Industry and Trade (MOIT) Vietnam has released Circular 36/2016/TT-BCT dated December 28, 2016 to regulate procedures and required documents for Declaration of Conformity according to Vietnam National Energy Efficiency Program (VNEEP). Pursuant to the Circular 36/2016/TT-BCT of MOIT Vietnam required documents for Energy Efficiency DoC is fewer, and would be easier to be proceeded. details of the key changes are the follows

1. Energy efficiency test report and test laboratory and standard
a. Test laboratory for energy efficiency ratio
Energy labeling testing organizations include:
(1) Domestic testing organizations (independent testing organizations or manufacturers' testing laboratories)
(2) Foreign testing organization (independent testing organization or manufacturer's testing laboratory).
b. Conditions for test laboratory for energy efficiency test
Energy labeling testing organizations must satisfy the following conditions:
(1) Domestic testing organization means a testing organization that meets the provisions of Chapter II of Decree No. 107/2016/ND-CP dated July 1, 2016 of the Government on conditions for business assessment services. suitability;
(2) Foreign testing organization is a testing organization accredited according to ISO/IEC 17025 Standard (or equivalent) by accreditation bodies that have signed a mutual recognition agreement (ILAC or APLAC).
c. Condition for efficiency ratio test standard
The basis for testing and evaluating the energy efficiency of means and equipment is the TCVN or the relevant regulations of the Ministry of Industry and Trade.

1. Vietnam Energy Efficiency Declaration of Conformity form
2. Energy Efficiency test reports
3. Certificates and Accreditation Letter of Test lab if test reports are issued by oversea labs.
4. Expected Energy Labels
In comparison to Circular 07/2012/TT-BCT the following requirements shall be removed:
- Commercial contract / purchase order requirement has been removed.
- Customs declaration form requirement has been removed.
- Trade mark registered license requirement has been removed.
- Document related to quality management systems requirement has been removed.
- Certificate of Quality requirement has been removed.
The Circular 36/2016/TT-BCT of MOIT Vietnam shall take effect from Feb 02, 2017 and replace Circular 07/2012/TT-BCT of MOIT Vietnam
