VNEEP Energy Efficiency label for personal computer monitor or display

EXTENDMAX  Pursuant to the Prime Minister's decision No. 04/2017/QD-TTg stipulating the list of vehicles and equipment subject to energy labeling, the application of the minimum energy efficiency performance standard (MEPS or EER) and the implementation roadmap, computer monitor is required to meet minimum energy efficiency ratio and apply for the procedures for announcing the energy label to the state management agency on energy efficiency under Vietnam Ministry of Industry and Trade (Vietnam MOIT) if needed. This requirement is based on Vietnam National Energy Efficiency Programme (VNEEP). After that, manufacturer or importer print their own VNEEP energy efficiency labels (energy-saving labels) on products before they are sold on the market. So what type of computer monitor must be tested to meet minimum energy efficiency ratio, declared energy labeling? How is the procedure for computer monitor energy labels declaration? What is the state management agency on energy efficiency? Is there a fee for declaring an energy label? 1. Applicable regulations on energy efficiency for computer monitor

2. Which kind of computer monitors are subject to EE performance testing and energy labeling?

Article 1 of TCVN 9508:2012 stipulates the scope of application

This standard applies to computer monitors (hereinafter referred to as monitors) consisting of a display screen and associated electronic circuits, normally installed in a single enclosure, capable of displaying visual information from a computer through one or more inputs, such as VGA and DVI.

This standard does not apply to the following types of displays:

- High performance display;

- Dedicated screen;

- Some screens have other special functions.

This standard specifies a minimum energy efficiency value and a method for determining the power consumed by a computer monitor.

NOTE The definition of display types not covered by this standard is as follows:

High performance displays: Electronic displays that use switching technology (IPS) or vertical section technology (VA) and gain.

  • Real resolution greater than or equal to 2.3 (1920 x 1200) MP; and
  • Wide viewing angle equal to or greater than 178o (minimum contrast ratio 1:10); and
  • The width of the color range is greater than or equal to 72% of NTSC; and
  • Diagonal size is greater than or equal to 61 cm (24 inches).

Dedicated displays: are used in professional, commercial, industrial, medical, graphic, etc. fields and are not sold to the public. Eg:

  • Products are defined as professional products within the scope of EN 55103
  • Medical products specified in the IEC 60601 series of standards.
  • Products that comply with the Digital Imaging and Communications in Medicine (DICOM) Standard (for electronic displays for the medical industry). Products used in medical diagnostic applications do not have a power state that meets the definition of Active Sleep (Sleep), (e.g. FDA specifications for medical devices). The practical requirements of maintaining brightness throughout the life of the electronic display device, among other requirements, do not allow such electronic display devices to perform power control functions.
  • Products that can display content via serial digital interface (SDI) signal lines include medical electronic display devices, manufactured for diagnosis, treatment, or monitoring patient condition.

Monitors with other special functions: Products with electronic display of video and other functions including one or more of the following functions:

  • Built-in or built-in network function, the circuit cannot be physically separated or separated from the electronic display device. Examples of this functionality include but are not limited to video conferencing, VoIP and PCoIP capabilities. The addition of just a camcorder, microphone and/or speaker is not considered a networking function.
  • 3D-integrated PCs, tablets, e-books, smartphones, and personal digital assistants."

So what type of computer monitor must have an energy label?

Based on the above analysis, we can conclude that ordinary computer monitors, in removable form used for desktop computers, will fall within the scope of mandatory energy efficiency. Types of screens that are not subject to energy efficiency include:

  • High-performance monitor: This is a specialized monitor for gaming, or for tasks such as rendering graphics and video editing with high specifications, screen size from 24in and up. The Dell UltraSharp monitor is a prime example of this type of monitor.
  • Dedicated screen: A type of screen manufactured for specific purposes, not used for desktop computers. Advertising screens in elevators or in supermarkets, screens used on elevated trams, screens used in medical care, hanging screens used in factories to monitor production lines are the good example for dedicated display.

  • Monitors with special functions: Monitors with built-in network functionality, or with their own microprocessor that can act as a miniature computer. Screens used in large meeting rooms (displays) or screens used for teaching, or kiosk advertising screens in commercial centers are typical examples of screens with special functions..

3. Energy Efficiency DoC document requirements for computer monitor

Required documents to apply for Energy Efficiency certificate for product as follows:

→ Vietnam Energy Efficiency Declaration of Conformity form

→ Minimum Energy Performance Standard (MEPS) test reports

→ Certificates and Accreditation Letter of Test lab if test reports are issued by oversea labs.

→ Energy Label draft artwork (comparative label or recognition label, depends on product type)

Department of Energy Efficiency and Sustainable Development shall review the application dossier and issue Energy Efficiency certificate within 2 weeks. Certificate holder can use Vietnam Energy Label only after DoC process.

4. Energy Efficiency label used for computer monitor or computer monitor

→ Not listing brand name and model name of the product

→ Not listing name and address of the importer or manufacturer

→ Have the meaning that product meet "minimum requirement on energy efficiency only

→ Not listing technical specs and energy consumption amount.

5. VNEEP Energy Efficiency DoC acceptance authority:

After getting MEPS test report and prepare other documents as above listed, applicant shall submit the doosier to Department of Energy Efficiency and Sustainable Development.  The Department of Energy Efficiency and Sustainable Development shall review the application dossier and submit to Minitry of Industry and Trade (Vietnam MOIT) for issuing Energy Efficiency DoC acceptance letter within 1-2 weeks. Certificate holder can use Vietnamese Energy Efficiency Label only after DoC process.

6. Is there a fee to announce energy labels for computer monitors?

Currently, state agencies do not have regulations on fees for energy labels declaration of conformity. Enterprises only need to pay the cost of energy efficiency testing for products for energy declaration of conformity application. After that, can print their own energy labels to stick on products before selling to customers or consumers.
