This requirement is based on Vietnam National Energy Efficiency Programme (VNEEP). 1. Applicable regulations on energy efficiency for printer

2. Which kind of printers are subject to EE performance testing and energy labeling?
Article 1 of TCVN 9509:2012 stipulates the scope of application
"This standard applies to standard format printers.
This standard applies to equipment that performs the multiple functions of copiers, fax machines and scanners.
This standard does not apply to large format printers and specialized printers with speeds greater than or equal to 60 ipm."

"3.1. Standard format printer
The printer is designed for standard paper sizes (A4, B4, A3, etc.). Standard format printers are also capable of printing smaller paper sizes. However, this definition does not include printers designed to print large paper sizes such as A2 or larger, or specifically designed to print small paper sizes."
Clause 3.2 of TCVN 9509:2012 on printing speed
"3.2. Printing speed
The printer's specified speed is based on the speed at which a monochrome image is printed. In general, an A4 page printed on one side per minute counts as one image per minute (ipm). The print speed will be converted to ipm and taken as the nearest integer."
So what type of printer must have an energy label?
Based on the above analysis, we can conclude that common office printers such as laser printers and digital printers will fall within the scope of mandatory energy efficiency. printers that are not subject to energy efficiency include:
- printers that can print paper sizes larger than A3: This is an industrial printer used in factories or for specific printing purposes such as flexo printers, offset printers, gravure printers, screen printers. . In rare cases, office printers can also print A2 paper sizes. This type of printer is not subject to an energy efficiency test, but will usually be subject to a printer import license or printer import declaration.
- printer designed to print non-standard paper sizes: This is a type of printer commonly used to print small-sized payment receipts in stores, print product labels used in factories. This type of printer usually uses thermal printing technology (thermal printer) which is very common in convenience stores or manufacturing workshops.
- printers with a high speed of 60 ppm: Usually a multifunction printer with a combination of photocopying or scanning capabilities, designed to print at speeds higher than 60 ppm (page per minute) of A4 paper. This type of printer is often used for business in print service stores, but also has a use case in the modern offices of large companies.
3. Energy Efficiency DoC document requirements for printer
Required documents to apply for Energy Efficiency certificate for product as follows:
→ Vietnam Energy Efficiency Declaration of Conformity form
→ Minimum Energy Performance Standard (MEPS) test reports
→ Certificates and Accreditation Letter of Test lab if test reports are issued by oversea labs.
→ Energy Label draft artwork (comparative label or recognition label, depends on product type)
Department of Energy Efficiency and Sustainable Development shall review the application dossier and issue Energy Efficiency certificate within 2 weeks. Certificate holder can use Vietnam Energy Label only after DoC process.

→ Not listing brand name and model name of the product
→ Not listing name and address of the importer or manufacturer
→ Have the meaning that product meet "minimum requirement on energy efficiency only
→ Not listing technical specs and energy consumption amount.
5. VNEEP Energy Efficiency DoC acceptance authority:
After getting MEPS test report and prepare other documents as above listed, applicant shall submit the doosier to Department of Energy Efficiency and Sustainable Development. The Department of Energy Efficiency and Sustainable Development shall review the application dossier and submit to Minitry of Industry and Trade (Vietnam MOIT) for issuing Energy Efficiency DoC acceptance letter within 1-2 weeks. Certificate holder can use Vietnamese Energy Efficiency Label only after DoC process.
6. Is there a fee to announce energy labels for printers?
Currently, state agencies do not have regulations on fees for energy labels declaration of conformity. Enterprises only need to pay the cost of energy efficiency testing for products for energy declaration of conformity application. After that, can print their own energy labels to stick on products before selling to customers or consumers.
