EXTENDMAX – Pursuant to the Prime Minister's decision No. 04/2017/QD-TTg stipulating the list of vehicles and equipment subject to energy labeling, the application of the minimum energy efficiency performance standard (MEPS or EER) and the implementation roadmap, personal laptop computer (also known as notebook PC) is required to meet minimum energy efficiency ratio and must apply for the procedures for announcing the energy label to the state management agency on energy efficiency under Vietnam Ministry of Industry and Trade (Vietnam MOIT). This requirement is based on Vietnam National Energy Efficiency Program (VNEEP). After that, manufacturer or importer print their own VNEEP energy efficiency labels (energy-saving labels) on products before they are sold on the market. So what type of laptop must be tested for meet minimum energy efficiency ratio, declared energy labeling? How is the procedure for publishing laptop energy labels? What is the state management agency on energy efficiency? Is there a fee for declaring an energy label? 1. Applicable regulations on energy efficiency for laptop

2. Which kind of laptops are subject to EE performance testing and energy labeling?
Article 1 of TCVN 11848:2017 stipulates the scope of application
"1 Scope of application
This standard specifies energy efficiency levels and methods of measuring energy consumption for notebook computers.
Notebook computers covered by this standard are computers defined in 4.1.2 of TCVN 11847:2017 (IEC 62623:2012)"
Clause 4.1.2 of TCVN 11847:2017 defines laptop computer
"A notebook computer is a specially designed computer that is portable and can be operated for extended periods of time, with or without a direct connection to the mains power supply. Use the built-in display and have the ability to operate from a built-in battery.Also, most laptops use an EPS or AC adapter and have an integrated keyboard and pointing device. Notebook computers are generally designed to provide functionality similar to those of a desktop computer, including the operation of software with similar functionality as that used on a desktop computer. Plug-in is considered an accessory and should therefore not be considered part of the EUT. Tablets, which can use the touch screen in conjunction with, or in place of, other input devices, are considered. is the notebook computer covered by this standard. Small-sized notebook computers are generally defined by their smaller screen size (with limitations) and the smaller memory base size is also defined as a laptop in this standard."
So what type of laptop must have an energy label?
Based on the above analysis, we can conclude all types of laptops sold on the market such as computers used in offices or for entertainment of Apple, Dell, Lenovo, HP brands or Alienware, Rog, MSI's dedicated gaming laptops, industrial-grade laptops of Getac or Panasonic... are all required to apply minimum energy efficiency performance standard energy labeling.
3. Energy Efficiency DoC document requirements for notebook PC
Required documents to apply for Energy Efficiency certificate for product as follows:
→ Vietnam Energy Efficiency Declaration of Conformity form
→ Minimum Energy Performance Standard (MEPS) test reports
→ Certificates and Accreditation Letter of Test lab if test reports are issued by oversea labs.
→ Energy Label draft artwork (comparative label or recognition label, depends on product type)
Department of Energy Efficiency and Sustainable Development shall review the application dossier and issue Energy Efficiency certificate within 2 weeks. Certificate holder can use Vietnam Energy Label only after DoC process.
4. Energy Efficiency label used for laptop or notebook PC
Energy Efficiency recognition label is used for laptop
→ Triangle form with green background
→ Not listing brand name and model name of the product
→ Not listing name and address of the importer or manufacturer
→ Have the meaning that product meet "minimum requirement on energy efficiency only
→ Not listing technical specs and energy consumption amount.
5. VNEEP Energy Efficiency DoC acceptance authority:
After getting MEPS test report and prepare other documents as above listed, applicant shall submit the doosier to Department of Energy Efficiency and Sustainable Development. The Department of Energy Efficiency and Sustainable Development shall review the application dossier and submit to Ministry of Industry and Trade (Vietnam MOIT) for issuing Energy Efficiency DoC acceptance letter within 1-2 weeks. Certificate holder can use Vietnamese Energy Efficiency Label only after DoC process.
6. Is there a fee to publish energy labels for laptops and laptops?
Currently, state agencies do not have regulations on fees for energy labels declaration of conformity. Enterprises only need to pay the cost of energy efficiency testing for products for energy declaration of conformity application. After that, can print their own energy labels to stick on products before selling to customers or consumers.
