Draft Circular listing products under MIC TAC and SDoC for 2024~2025 period

The draft circular on the list of goods in group 2, wireless and ICT equipment under MIC Type Approval and SDoC scope, replacing Circular 04/2023/TT-BTTTT from 01-April-2024

EXTENDMAX - On November 27, 2023, the Ministry of Information and Communications issued a draft circular stipulating "List of potentially unsafe products and goods under the management responsibility of the Ministry of Information and Communications" (list Goods of radio transceiver and information technology equipment must undergo state quality inspection, certification of conformity and/or declaration of conformity). This draft version was issued earlier than usual and is expected to take effect from April 1, 2024 to resolve some difficulties in practical testing and certification of conformity to apply the Circular 04/2023/TT-BTTTT and Circular 10/2023/TT-BTTTT.

New points of the draft circular replacing Circular 04/2023/TT-BTTTT:

a. The Ministry of Information and Communications adds new technical regulations to the list

  • QCVN 55:2023/BTTTT (National technical regulation on short-range radio equipment in the 9 kHz -25 MHz frequency range) replaces QCVN 55:2021/BTTTT
  • QCVN 111:2023/BTTTT (National technical regulation applicable to 4G E-UTRA FDD mobile communication repeaters) replaces QCVN 111:2017/BTTTT
  • QCVN 110:2023/BTTTT (Technical regulations applicable to 4G E-UTRA FDD base stations) replaces QCVN 110:2017/BTTTT
  • QCVN 117:2023/BTTTT (National technical regulation for 2G/3G/4G mobile communication terminal equipment - emission part) replaces QCVN 117:2020/BTTTT

b. Amend applicable regulations, partially suspend some technical regulations

Due to some limitations in domestic testing conditions, the Ministry of Information and Communications continues to partially suspend and amend the applicable standards for some types of products. Summary details are as follows:

  • Amending regulations applicable to 5G base station equipment
  • Continue not to apply critical test conditions for 2G, 3G, 4G, 5G base stations and repeaters.
  • The Total Receiver Radiated Sensitivity (TRS) and Total Radiated Power TRP requirements continue to not apply to LPWAN
  • The antenna requirements and harsh testing conditions of QCVN 53:2017/BTTTT for digital microwave equipment do not apply.
  • Switch to applying QCVN 47:2015/BTTTT for specialized equipment in the maritime industry
  • Stop taking effect of QCVN 124:2021/BTTTT for 76~77GHz radar used in traffic application
  • Stop applying QCVN 55:2011/BTTTT or QCVN 55:2023/BTTTT for wireless charging devices (wireless charger is a device that uses electromagnetic induction current to transmit energy, there is no antenna port  so not possible to be converted into conducted sample)

c. 5G NR mobile phones are required to support bands n77, n78

5G NR mobile phones are required to support both SA and NSA modes, and must be able to operate on all frequency bands specified by QCVN 127:2021/BTTTT and QCVN 129:2021/BTTTT (including n77, n78)

d. Re-allow to use chassis test results to declare conformity according to QCVN 63:2020/BTTTT for TV

After a period of stopping accepting the use of Chasis/Platform test results to declare conformity for TV using that chassis/platform, the Ministry of Information and Communications re-allow this method from 01 April 2024

The draft circular replacing Circular No. 04/2023/TT-BTTTT is expected to officially take effect from 01 April 2024, earlier than usual. Circular 10/2023/TT-BTTTT expires on the same day.

Updated on April 4, 2023: This draft has been officially released as  Circular No. 02/2024/TT-BTTTT regulating the list of group 2 goods that must apply for conformity certification, regulation conformity announcement of the Ministry of Information and Communications issued on March 29, 2024
