EXTENDMAX – On January 10, 2023, the Ministry of Information and Communications announced the draft circular promulgated together with QCVN 117:2023/BTTTT National technical regulation on land mobile user equipment - Radio access. The draft QCVN 117:2023/BTTTT is compiled based on ETSI EN 301 908-13 V13.2.1 standard for LTE and based on QCVN 117:2020/BTTTT with a few minor additions on technical requirements for GSM, WCDMA. On December 29, 2023, the Vietnam MIC has officially issue QCVN 117:2023/BTTTT together with Circular 20/2023/TT-BTTTT. The QCVN 117:2023/BTTTT shall take effect from Feb 15, 2024 and be compulsory for import procedures, quality inspection, certification of conformity, and declaration of conformity from 01 July 2024 for mobile phones and land mobile communication terminals.

QCVN 117:2023/BTTTT applies to mobile phones, mobile terrestrial communication terminals with HS code and product description as below.

New points of QCVN 117:2023/BTTTT
Compared to QCVN 117:2020/BTTTT (current version), QCVN 117:2023/BTTTT has the following basic new points.
1) Additional LTE bands which has been planned since 2020 and 2021 include bands B28, B40, and B41.
2) Mobile phones must support VoLTE and be able to operate on one of the LTE/4G bands specified in the regulation
3) Terrestrial mobile communication terminal, which is not a mobile phone, not required to support 4G/LTE technology yet
4) QCVN 117:2023/BTTTT does not apply to NB-IoT, LTE-M, and 5G (the Ministry of Information and Communications issues separate technical regulations for these technologies)
Taking effect date of the QCVN 117:2023/BTTTT
Based on the draft circular promulgating regulations, it is expected that QCVN 117:2023/BTTTT will take effect from Feb 15, 2024 and be mandatory from July 1, 2024.
Insight from ExtendMax regarding QCVN 117:2023/BTTTT
→ Mobile phone that does not support VoLTE will be forbidden to be imported to Vietnam from 01-July-2024.
→ There is no major technical update in this draft this time, mainly only updating the 4G LTE bands that have been planned in advance into the standard
→ During transition period from 15-Feb-2024 to 30-June-2024, importer an manufacturer can choose to apply for Type Approval and SDoC with QCVN 117:2020/BTTTT or QCVN 117:2023/BTTTT.
→ The Ministry of Information and Communications has a roadmap to stop 2G technology but in turned into stopping 3G network first. Therefore, there is a question that in the event that Vietnam turns off 3G, will mobile phones and terminals integrated with 3G technology still have to meet the technical requirements for 3G technology of this regulation or not.
