EXTENDMAX - Currently, the Ministry of Science and Technology is drafting the new Prime Minister's Decision on promulgating the list and roadmap of energy-using vehicles and equipment that must be eliminated and low energy efficiency electric generator sets not allowed to be built in order to eliminate the low energy efficiency equipment. Accordingly, many new products has been included in the list and must meet minimum energy efficiency such as induction hops, infrared hops, VRF or VRV air conditioners, and desktop computers. Many products will have to apply a higher level of minimum energy performance standard (MEPS), apply for energy efficiency DoC and EE labelling according to the new version of TCVN 2021 such as television sets (TVs), ductless air conditioners, laptops.
Specifically, the decision does not allow the import, manufacture and sale of energy-efficient equipment that does not meet the minimum energy efficiency levels specified in the respective National Technical Standards (TCVN) as follows:

1. Group of household appliances:
a) Household appliances must apply the minimum energy efficiency level from the effective date
→ Compact fluorescent lamps must meet the efficiency level specified by TCVN 7896:2015;
→ Electronic ballasts for fluorescent lamps must meet the efficiency levels specified by TCVN 7897:2013;
→ Electromagnetic ballasts for fluorescent lamps must meet the efficiency level specified by TCVN 8248:2013;
→ Straight tube fluorescent lamps must meet the efficiency level specified by TCVN 8249:2013;
→ The electric fan must meet the efficiency level specified by TCVN 7826:2015;
→ Coolers, refrigerators and freezers must meet the efficiency level specified by TCVN 7828:2016;
→ Household washing machines must meet the efficiency level specified by TCVN 8526:2013;
→ The rice cooker must meet the efficiency level specified by TCVN 8252:2015;
→ LED lightings must meet the efficiency level specified by TCVN 11844:2017;
→ Storage water heaters must meet the efficiency level specified by TCVN 7898:2018 (applicable from the effective date the decision);
→ The television must meet the performance level specified by TCVN 9536:2012 (the period of application from the effective date of this Decision to December 31, 2024);
→ Ductless air conditioners must meet the efficiency level specified by TCVN 7830:2015 (applicable period from the effective date of this decision to December 31, 2024);
b) Household appliances must apply the minimum energy efficiency level from January 1, 2025:
→ Infrared hobs must meet the efficiency level specified by TCVN 13373: 2021
→ Induction hobs must meet the efficiency level specified by TCVN 13372: 2021
→ Non-Ducted air conditioners must meet the efficiency level specified by TCVN 7830:2021
→ The television set must meet the performance level specified by TCVN 9536: 2021
2 Group of office and commercial equipment:
a) Office and commercial equipment must apply the minimum energy efficiency level from the effective date
→ The copier must meet the performance level specified by TCVN 9510:2012;
→ The printer must meet the performance level specified by TCVN 9509:2012;
→ The computer monitor must meet the performance level specified by TCVN 9508:2012;
→ Commercial refrigerators must meet the efficiency level specified by TCVN 10289:2014;
b) Office and commercial equipment must apply the minimum energy efficiency level from January 1, 2025:
→ The notebook computer must meet the performance level specified by TCVN 11848:2021
→ Desktop computers must meet the performance level specified by TCVN 13371: 2021
3 Group of industrial equipment:
a) Industrial equipment must apply the minimum energy efficiency level from the effective date
→ Three-phase squirrel-cage asynchronous electric motors must meet the efficiency levels specified by TCVN 7540-1:2013,
→ Distribution transformers must meet the efficiency level specified by TCVN 8525:2015;
→ Boilers in industrial enterprises must meet the efficiency level specified by TCVN 8630:2010 (applicable period from the effective date of this decision to December 31, 2024)
b) Industrial equipment must apply the minimum energy efficiency level from January 1, 2025:
→ VRF/VRV air conditioners must meet the efficiency level specified by TCVN 13256:2021
→ LED luminaires for street and road lighting must meet the efficiency level specified by TCVN 12666:2021
→ Boilers in industrial enterprises must meet the efficiency level specified by TCVN 8630:2019
