Short Range Devices (SRD) has to be complied with regulations of Ministry of Information and Communications of Vietnam (MIC Vietnam) and required to apply for Product Quality Inspection Registration, MIC Type Approvals, and Declaration of Conformity (DoC) to access Vietnam market.
1. WHAT IS SHORT RANGE DEVICE (SRD)
There are many methods to classify if a product is a SRD, including application, modulation technique, etc.. Within this article, we need to define what is SRD based on the Vietnam MIC's point of view.
Pursuant to Appendix 1 of the Vietnam MIC Circular 08/2021/TT-BTTTT, below products are categorized under the SRD group:
→ SRD for non-specific application
→ Cordless phone and DECT phone
→ Medical Implant Communications Systems (MICS) and Medical Implant Telemetry Systems (MITS)
→ Radio Frequency Identification Device (eg: RFID reader)
→ Radio Detection and Alarm Device
→ Wireless Audio Device (eg: UHF microphone and transmitter 470 MHz ~ 694MHz)
→ Remote Control Device (eg: key FOB, remote controllers...)
→ Wireless Local Area Network Device (WLAN/RLAN)
→ Telemetry Device (eg: Tyre pressure monitoring system, liquid metter radar)
→ Wireless Video Transmitter (eg: transmitter used for camera)
→ Ultra Wide Band Communication Devices
→ Short Range Device used in traffic applications (eg: automotive radar)
→ Inductive Loop devices (any SRD use inductive loop technology)
→ Wireless Power Transfer device (wireless charger)
2. APPLICABLE REGULATIONS TO SHORT RANGE DEVICE
Procedures and documents required to obtain Type Approval certificate are regulated by the below in-effect regulations of MIC Vietnam:
Circular 04/2023/TT-BTTTT : List of products and goods subjected to mandatory Type Approval certification and Declaration of Conformity.
Circular 08/2021/TT-BTTTT : Regulations on list of license-free frequency bands. If SRD does not meet technical and operational conditions regulated by this Circular, it shall not be type approved and shall not be allowed to be used in Vietnam. Therefore, exporter and importer should carefully check the operating frequency bands and Tx power of importing products and compare with the MIC requirements.
Circular 30/2011/TT-BTTTT : Procedures and method for MIC Type Approval certification and Declaration of Conformity (including its amendment and supplement versions Circular 10/2020/TT-BTTT and Circular 15/2018/TT-BTTTT)
Other national technical regulations on EMC and RF issued by MIC Vietnam: Regulated by Circular 02/2022/TT-BTTTT, applicable regulations on EMC and RF will be based on type of SRD and operating frequency bands.
Important notes:
- MIC renews list of products products and goods subjected to mandatory Type Approval certification and Declaration of Conformity annually. Please find most update regulation on our website.
- Operating frequency bands and RF output power of SRDs must comply with Circular 08/2021/TT-BTTTT. If the SRDs which doesn't meet the operational and techinical conditions regulated by the Circular 08/2021/TT-BTTTT, then it shall be forbidden to used in Vietnam. In order to get type approved, organization must adjust the SRD according to requirements of the Circular 08/2021/TT-BTTTT
- SRDs (except for WLAN, BT, Zigbee 2.4GHz) are not applicable to "60mW rule". Type Approval is required for SRDs regardless its EIRP / ERP output power can be lower than 60mW.

3. REQUIRED DOCUMENTS FOR TYPE APPROVAL APPLICATION
Required documents to apply for Type Approval for SRD as follows:
- Type approval application form
- A copy of Vietnam business license of applicant
- Product specifications sheet or product data sheet
- Product photos including identical number (S/N) and country of origin
- ISO 9001 certificate of factory or shipping documents (depends on certification method)
- Certain declaration signed by manufacturer or applicant (ExtendMax will provide templates)
- Eligible test reports issued by local laboratories or oversea laboratories recognized by MIC Vietnam under MRA
The Telecom Metrology and Quality center of VNTA shall review the application dossier and issue Type Approval certificate within 2 - 3 weeks if the application complies with MIC Vietnam and VNTA regulations.
4. DECLARATION OF CONFORMITY PROCESS FOR SHORT RANGE DEVICE
4.1 Procedure applicable to imported products:
Applicant prepare Self-assessment DoC according to requirement of Decree No. 74/2018/ND-CP and Circular No. 15/2018/TT-BTTTT of MIC, including:
(1) Self-assessment DoC form according to Decree No. 74/2018/ND-CP
(2) A copy of PQIR form acknowledged by VNTA
(3) Registered ICT mark (for first application or when ICT mark is changed)
(4) Product technical specifications sheet, datasheet
(5) Type Approval certificate of the importing product
For imported products, Declaration of Conformity process is completed once the application doosier is accepted and received by the VNTA
4.2 Procedure applicable to domestic manufactured products:
Applicant prepare Self-assessment DoC according to requirement of Decree No. 74/2018/ND-CP and Circular No. 30/2011/TT-BTTTT of MIC, including:
(1) Declaration of Conformity form according to Circular No. 10/2020/TT-BTTTT
(2) Self-assessment DoC form according to Decree No. 74/2018/ND-CP
(3) ICT mark (for first application or when ICT mark is changed)
(4) Product technical specifications sheet, datasheet
(5) A copy of Type Approval certificate of the product
(6) Test report of the standards which are not under Type Approval certification scope
VNTA shall issued Acceptance Letter for Declaration of Conformity with 03 year validity for domestic manufactured products.
5. FREQUENTLY ASKED QUESTIONS RELATED TO SHORT RANGE DEVICE:
Q: What are the Vietnam certificates required for Short Range Devices? What Authority issue? Certificate validity period?
A: Viet Nam Telecommunication Authority (VNTA) of MIC Vietnam verifies application dossiers and issues Type Approval Certificates for applicant. After obtaining Type Approval Certificates, certificate holders has to submit dossiers for letter of Acceptance of Declarations of Conformity (ADoC) or MIC Import license for customs clearance. Type Approval Certificate valid for 2 years since issuance date.
Q: Is Type Approval is mandatory for SRDs with maxium RF output power lower than 60mW?
A: SRDs (except for WLAN, BT, Zigbee 2.4GHz) are not regulated by "60mW rule" and subjected to mandatory MIC/VNTA approvals regardless maxium RF output power is lower than 60mW or not.
Q: How do we find the list of MIC Vietnam recognized MRA laboratories?

Q: Our existing reports were issued by a MIC recognized MRA laboratory. Why does VNTA reject it?
A: MIC Vietnam recognizes a certain laboratory for certain national regulations for a certain period of time. VNTA shall reject your reports if it is not fallen within the scope of recognition.
Q: What shall we do if we don’t have appropriate reports issued by MIC recognized MRA laboratories?
A: In this case, test report issued by local laboratories designated by MIC Vietnam is suggested for faster certification procedures.
Q: Do we need to send samples for local testing?
A: One (01) sample is required for testing at Vietnam local laboratories.
