EXTENDMAX - On 30th November 2022, the Vietnam MIC has issued Circular 24/2022/TT-BTTTT with accompanying QCVN 132:2022/BTTTT Electrical Safety standard for ICT and ITE products including TiVi, laptop, tablet, desktop PC, DECT phone, set-top-box. The QCVN 132:2022/BTTTT safety standard is composed based on IEC 62368-1:2018, including major part for electrical safety requirements and certain endurance physical requirements like drop test and impact test, taking effect from 01st January 2024.
QCVN 132:2022/BTTTT and Circular 24/2022/TT-BTTTT key features and updates
The Circular No. 24/2022/TT-BTTTT and the accompanying QCVN 132:2022/BTTTT "National Technical regulation on electrical safety requirements for telecommunication and information terminal equipment" have the following key contents
1) QCVN 132:2022/BTTTT is composed based on IEC 62368-1:2018 (the first draft version was composed based on IEC 62949:2017, but it was finally issued under name of QCVN 22:2021/BTTTT)
2) Pursuant to the QCVN 132:2022/BTTTT, it covers the below products categories under its mandatory scope:
- (1) DECT phone (HS code 85171100)
- (2) Desktop computer PC (HS code 84714110)
- (3) Digital Cable TV set-top-box (HS code 85287111, 85287119, 85287191, 85287199)
- (4) IPTV set-top-box (HS code 85287111, 85287119, 85287191, 85287199)
- (5) DVB-T2 TiVi (iDTV) (HS code 85287292, 85287299)
- (6) Cable TV network amplifier (HS code 85176249)
- (7) Subscribe extension type of wireless telephone (not including DECT phone) (HS code 85171100)
- (8) Laptop PC, notebook PC (HS code 84713020)
- (9) Tablet PC (HS code 84713090)
3) The QCVN 132:2022/BTTTT replace technical requirements specified at Clause 2.4 of QCVN 22:2010/BTTTT
4) MIC temporary accept test report issued by oversea and local ISO/IEC 17025 accredited test laboratories according to IEC 62368-1:2018, with corresponding technical requirements, for conformity assessment according to the QCVN 132:2022/BTTTT.
5) The QCVN 132:2022/BTTTT shall take effect from 01st January 2024

1) The Circular 24/2022/TT-BTTTT has specified "Clause 21, Article 1 of Circular No. 18/2010/TT-BTTTT dated July 30, 2010 of the Minister of Information and Communications promulgating the national technical regulation on telecommunications has expired from the date of Circular No. this comes into force." which means the QCVN 20:2010/BTTTT shall be invalid from effective date of the Circular 24/2022/TT-BTTTT (01st January 2024)
2) At this moment, pursuant to DECT phone is subjected to item 2.1 of Appendix 1 of the MIC Circular 02/2022/TT-BTTTT (still taking effect), DECT phone is subjected to both QCVN 22:2010/BTTTT and QCVN 22:2021/BTTTT at the same time. QCVN 22:2021/BTTTT is composed based on IEC 62949:2017 but the IEC 62949:2017 is not applicable to the DECT phone in other countries so there is possibility that MIC will move the DECT phone from QCVN 22:2021/BTTTT scope to QCVN 132:2022/BTTTT scope permanently.
3) The MIC temporary accept test report issued by oversea and local ISO/IEC 17025 accredited test laboratories according to IEC 62368-1:2018, with corresponding technical requirements, for conformity assessment according to the QCVN 132:2022/BTTTT. It meanse the IEC 62368-1:2018 must listed all applicable test cases of the QCVN 132:2022/BTTTT still in order to be accepted by the VNTA. Accordingly, applicants and importers must submit ISO/IEC 17025 certificate of test lab which is still valid, together with Type Approval and/or Declaration of Conformity application
4) According to latest update on list of products under MIC TAC and SDoC for 2023~2024 period, QCVN 132:2022/BTTTT is under Type Approval scheme for DECT phones. Meanwhile, QCVN 132:2022/BTTTT is under Self-assessment DoC only for other products which are under its mandatory scope
