EXTENDMAX – On November 29, 2022, the Ministry of Information and Communications issued Circular No. 18/2022/TT-BTTTT together with QCVN 130:2022/BTTTT "National technical regulation on electromagnetic compatibility for cordless audio devices operating on frequencies between 25 MHz and 2000MHz". The QCVN 130:2022/BTTTT is compiled based on ETIS EN 301 489-9 V2.1.1 standard, including requirements for electromagnetic compatibility for applicable emission and immunity criteria, applicable to wireless audio equipment including wireless microphones, wireless speakers, wireless headsets, microphone/speaker combo sets operating in the 25MHz ~ 2000MHz radio frequency range. The QCVN 130:2022/BTTTT shall take effect and be compulsory for import procedures, certification of conformity, and announcement of conformity of wireless audio equipment from July 1, 2023.
Insights of the QCVN 130:2022/BTTTT
1) Pursuant to QCVN 130: 2022/BTTTT, the following products will fall within the scope of application of this Regulation:
- Wireless microphone with operating frequency range in between 25MHz - 2000MHz, having HS codes 85181011, 85181019, 85181090.
- Wireless speakers have operating frequency range in between 25 MHz - 2000 MHz, having HS codes 85182110, 85182190, 85182210, 85182290, 85182920, 85182990. Normally the speaker only has receiver function, no transmitting function, so it is not subject to product quality inspection registration (PQIR), no need to apply for MIC ICT type approval certificate. At the present time, the information on the application method is not clear, so we cannot determine whether QCVN 132:2022/BTTTT is required to apply to receiver-only devices or not. This information will be revealed in the Circular stipulating the list of group 2 goods of the Ministry of Information and Communications, which is expected to be issued in March 2023 or April 2023 to amend and supplement or replace Circular 02/2022/TT-BTTTT.
- Wireless headphones have an operating frequency range of 25MHz - 2000MHz with HS codes 85183010, 85183020 (Bluetooth headsets have an operating frequency range of 2400MHz ~ 2483.5MHz, so they are not subject to quality testing, not certification of conformity).
- Wireless combo microphone/speaker with operating frequency range 25 MHz - 2000 MHz with HS codes 85183051, 85183059, 85183090 (Micro/speaker combination using Bluetooth technology with operating frequency range 2400MHz ~ 2483.5MHz is not required quality control, not conformity certification).
2) From July 1, 2023, the above-mentioned wireless audio equipment will have to carry out procedures for certification of conformity according to QCVN 91:2015/BTTTT and announcement of conformity according to QCVN 91:2015/ BTTTT & QCVN 130:2022/BTTTT. Accordingly, enterprises do not need to re-certify conformity, but will need to test QCVN 130:2022/BTTTT in addition to complete the self-assessment procedure for products.
