EXTENDMAX – Pursuant to Circular 02/2024/TT-BTTTT of MIC Vietnam - Regulations on list of radio, wireless, telecommunication devices and information technologies equipment (ITE) subjected to Type Approval and Declaration of Conformity (or new MIC Circular which replacing circular 02/2024/TT-BTTTT in future), walkie talkie is subjected to both Vietnam Type Approval and Declaration of Conformity (DoC). To import walkie talkie, importer shall have to apply for Imported Product Quality Inspection Registration (PQIR) process regulated by Decree 74/2018/ND-CP of Vietnamese Government.
Applicable regulations for Walkie Talkie.
→ Circular 02/2024/TT-BTTTT stipulating the list of products and goods subject to regulation conformity certification and/or regulation conformity announcement (list of group 2) goods within the scope of responsibility of the Ministry of Information and Communications
→ Circular 15/2018/TT-BTTTT and Decree 74/2018/ND-CP stipulating procedures for state quality inspection for imported goods
→ Circular 10/2020/TT-BTTTT stipulating the method of regulation conformity certification and announcement of conformity of products managed by the Ministry of Information and Communications
→ National technical regulations issued by the Vietnam MIC and applied to the product.
→ Walkie talkie has HS code under the list of civil cryptography products import and export under license. Therefore, importer may need CCP trading license and permit to import if the product has terminal encryption functions (typical example is Motorolla high-end Walkie Talkie)
RF standards:
- QCVN 37:2018/BTTTT (RF for Analog walkie talkie having integrated antenna)
- QCVN 42:2011/BTTTT (RF for Digital walkie talkie having external antenna)
- QCVN 43:2011/BTTTT (RF for Analog walkie talkie having external antenna)
- QCVN 44:2018/BTTTT (RF for Digital walkie talkie having integrated antenna)
RF EMC standards:
- QCVN 18:2022/BTTTT (RF EMC) (applicable from 01 July 2023)
Important notes:
→ Walkie talkie must meet the national spectrum allocation plan regulated by Government Decree 71/2013/ND-CP
→ Confirmity certification for RoHS will be mandated from 01 Jan 2026 for walkie talkie
→ MIC renews list of products products and goods subjected to mandatory Type Approval certification and Declaration of Conformity annually. Please find most update regulation on our website.
→ End-users must apply for frequency use license from ARFM of MIC before using walkie talkie
Type Approval certification procedures and requirements
Required documents to apply for Type Approval for the product are as follows:
- Type approval application form
- A copy of Vietnam business license of applicant
- Product specifications sheet or product data sheet
- Product photos including identical number (S/N) and country of origin
- ISO 9001 certificate of factory or shipping documents (depends on certification method)
- Certain declaration signed by manufacturer or applicant (ExtendMax will provide templates)
- Eligible test reports issued by local laboratories or oversea laboratories recognized by MIC Vietnam under MRA
The Telecom Metrology and Quality center of VNTA shall review the application dossier and issue Type Approval certificate within 2 - 3 weeks if the application complies with MIC Vietnam and VNTA regulations.
Declaration of Conformity process for Walkie Talkie
Procedure applicable to imported products:
Applicant prepare Self-assessment DoC according to requirement of Decree No. 74/2018/ND-CP and Circular No. 15/2018/TT-BTTTT of MIC, including:
(1) Self-assessment DoC form according to Decree No. 74/2018/ND-CP
(2) A copy of PQIR form acknowledged by VNTA
(3) Registered ICT mark (for first application or when ICT mark is changed)
(4) Product technical specifications sheet, datasheet
(5) Type Approval certificate of the product
For imported products, Declaration of Conformity process is completed once the application doosier is accepted and received by the VNTA
Procedure applicable to domestic manufactured products:
Applicant prepare Self-assessment DoC according to requirement of Decree No. 74/2018/ND-CP and Circular No. 30/2011/TT-BTTTT of MIC, including:
(1) Declaration of Conformity form according to Circular No. 10/2020/TT-BTTTT
(2) Self-assessment DoC form according to Decree No. 74/2018/ND-CP
(3) ICT mark (for first application or when ICT mark is changed)
(4) Product technical specifications sheet, datasheet
(5) A copy of Type Approval certificate of the product
(6) Test report of the standards which are not under Type Approval certification scope
VNTA shall issued Acceptance Letter for Declaration of Conformity with 03 year validity for domestic manufactured products.
