EXTENDMAX - Pursuant to Circular 04/2023/TT-BTTTT of MIC Vietnam - Regulations on list of radio, wireless, telecommunication devices and information technologies equipment (ITE) subjected to Type Approval and Declaration of Conformity (or new MIC Circular which replacing circular 04/2023/TT-BTTTT in future), DECT phone is subjected to both Vietnam Type Approval and Declaration of Conformity (DoC). To import DECT phone, importer shall have to apply for Imported Product Quality Inspection Registration (PQIR) process regulated by Decree 74/2018/ND-CP of Vietnamese Government.
DECT phone is landline wireless phone using Digital Enhanced Cordless Telecommunications (DECT) technology. DECT phone usually composed of Base Unit (station unit) connect to PSTN network, and hand-held units that connect to the Base Unit by DECT technologies.
Vietnam MIC only allocates certain frequency band with limited transmit power for DECT phone.
1. Applicable regulations for DECT phone.
DECT phone is regulated by the followings Vietnam national technical regulations:
Circular 04/2023/TT-BTTTT : List of products and goods subjected to mandatory MIC Type Approval certification and Declaration of Conformity.
Circular 08/2021/TT-BTTTT : Regulations on list of license-free frequency bands. If DECT Phone does not meet technical and operational conditions regulated by this Circular, it shall not be type approved and shall not be allowed to be used in Vietnam. Therefore, exporter and importer should carefully check the operating frequency bands and Tx power of importing products and compare with the MIC requirements.
Circular 30/2011/TT-BTTTT : Procedures and method for MIC Type Approval certification and Declaration of Conformity (including its amendment and supplement versions Circular 10/2020/TT-BTTT and Circular 15/2018/TT-BTTTT)
RF standards:
- QCVN 47:2015/BTTTT (RF for DECT)
RF EMC standards:
- QCVN 113:2017/BTTTT (RF EMC for DECT)
Safety standards:
- IEC 62368-1:2018 (Safety) (applicable from 15-July-2023 till 31-Dec-2023)
- QCVN 132:2022/BTTTT (Safety) (applicable from 01-Jan-2024)
Important notes:
→ At this moment (July 2023), there is no test laboratory has been designated or recognized by Vietnam MIC for either IEC 62368-1:2018 or QCVN 132:2022/BTTTT testing yet.
→ Due to the above reasons, MIC may allow to use test report according to IEC 62368-1 issued by manufacturer or ISO 17025 accredited test laboratory for certification.
→ Confirmity certification for RoHS will be mandated from 01 Jan 2026 for DECT Phone
→ MIC renews list of products products and goods subjected to mandatory Type Approval certification and Declaration of Conformity annually. Please find most updated regulations on our website.

2. Type Approval certification procedures and requirements for DECT phone
Required documents to apply for Type Approval for DECT phone as follows:
- Type approval application form
- A copy of Vietnam business license of applicant
- Product specifications sheet or product data sheet
- Product photos including identical number (S/N) and country of origin
- ISO 9001 certificate of factory or shipping documents (depends on certification method)
- Certain declaration signed by manufacturer or applicant (ExtendMax will provide templates)
- Eligible test reports issued by local laboratories or oversea laboratories recognized by MIC Vietnam under MRA
The Telecom Metrology and Quality center of VNTA shall review the application dossier and issue Type Approval certificate within 2 - 3 weeks if the application complies with MIC Vietnam and VNTA regulations.
3. Declaration of Conformity process for DECT phone
3.1 Procedure applicable to imported products:
Applicant prepare Self-assessment DoC according to requirement of Decree No. 74/2018/ND-CP and Circular No. 15/2018/TT-BTTTT of MIC, including:
(1) Self-assessment DoC form according to Decree No. 74/2018/ND-CP
(2) A copy of PQIR form acknowledged by VNTA
(3) Registered ICT mark (for first application or when ICT mark is changed)
(4) Product technical specifications sheet, datasheet
(5) Type Approval certificate of the importing product
For imported products, Declaration of Conformity process is completed once the application doosier is accepted and received by the VNTA
3.2 Procedure applicable to domestic manufactured products:
Applicant prepare Self-assessment DoC according to requirement of Decree No. 74/2018/ND-CP and Circular No. 30/2011/TT-BTTTT of MIC, including:
(1) Declaration of Conformity form according to Circular No. 10/2020/TT-BTTTT
(2) Self-assessment DoC form according to Decree No. 74/2018/ND-CP
(3) ICT mark (for first application or when ICT mark is changed)
(4) Product technical specifications sheet, datasheet
(5) A copy of Type Approval certificate of the product
(6) Test report of the standards which are not under Type Approval certification scope
VNTA shall issued Acceptance Letter for Declaration of Conformity with 03 year validity for domestic manufactured products.
