1. Definition of Certification

1.1 What is Certification?

Certification is the process of formally confirming and documenting (typically through a certificate) that a product, service, process, or system complies with specific technical requirements, regulations, or standards. This activity is usually carried out by an independent, authorized body—such as a government-appointed certification organization or a recognized international certification body.

The word “certification” derives from the Latin phrase certus facere, meaning “to make something safe.” In essence, certification is an external declaration that conformity assessment has confirmed compliance with defined requirements. This is typically demonstrated through a visible certificate.

Certification can be understood in two ways:

  • As an activity: It refers to third-party conformity assessment for products, processes, systems, or individuals (as defined in TCVN ISO/IEC 17000:2005).
  • As a document: A certificate issued by a competent state authority, validating the lawful behavior or legal ownership/use rights of individuals or organizations, or recognizing the legality of personal or corporate activities. 3. Common Types of Certifications Today

Third-party certifications are granted to individuals or organizations across a wide range of fields and serve various purposes. Below are some of the most common types of certifications today:

Purpose

Birth Certificate

A vital civil document that records personal information such as full name, date of birth, and parents’ names, used to establish a person’s identity and origin.

Marriage Certificate

A personal legal document issued by an authorized state body or recognized entity that confirms an individual’s legal marital status based on compliance with marriage laws and registration requirements.

Business Registration Certificate

A document that allows individuals or organizations to conduct business legally and serves as evidence of legal status and business capacity.

Conformity Certification (CR): Required for products under Vietnamese Technical Regulations (QCVN), such as QCVN 101:2020/BTTTT or QCVN 117:2023/BTTTT for IT equipment.

Certifies that a product complies with national regulations. Conformity certification is required in sectors like construction materials, animal feed, aquaculture feed, household electronics, and IT devices.

Standard Certification: Used when businesses wish to declare that their products meet specific technical standards (TCVN or international).

Confirms that the business has successfully applied relevant national or international standards to their products. Examples: VietGAP certification, certification for doors/windows, bricks, etc.

Management System Certification (ISO): e.g., ISO 9001, ISO 22000, ISO 45001, ISO 27001, etc.

After a formal evaluation, these certifications confirm that a business has implemented a management system that complies with specific ISO standards. Issued by government-designated and licensed certification bodies.

International Certifications: CE Marking (EU), FDA (USA), Halal (Islam), etc.

Verifies that a product complies with international safety, quality, or environmental standards. These certifications are mandatory or recommended for exporting goods to markets like the EU, USA, Japan, South Korea, etc.
