VNEEP Energy Efficiency label for desktop PC All-in-One PC

EXTENDMAX – Recently, a representative of the Ministry of Industry and Trade has shared a roadmap for "addition of 06 new products" subject to VNEEP energy efficiency performance testing and energy labeling. Accordingly, desktop computers are scheduled to have to apply for minimum energy performance standard (MEPS) tests and energy efficiency label declaration of conformity from 01 January 2025. So what is the procedure for announcing desktop PC energy label? Who is the state management authority for desktop energy labeling? Is there a fee for declaring an energy label? Within the scope of this article, we only guide the procedure of VNEEP energy labeling for desktop computers, please see the separate article for detailed instructions to learn about the whole market access requirements for importing desktop computers in detail. Now let's find out the answers for these questions related to desktop PC energy labeling through the following article of ExtendMax.

1. Applicable regulations on energy efficiency for desktop PC

Decision 04/2017/QD-TTg of Vietnam PM - Regulation the list of equipment and means required to comply with Vietnam regulation on energy efficiency.

2. Which kind of desktop PCs are subject to EE performance testing and energy labeling?

Article 1 of TCVN 13371:2021 stipulates the scope of application

"1 Scope of application

This standard specifies energy efficiency levels and methods for determining energy consumption for desktop computers, including integrated desktop computers and collectively referred to as desktop computers in this standard.

This standard does not apply to point-of-sale (POS) machines, workstations, and client computers."

So what type of desktop PC is exempted from energy labeling?

Based on the above scope of application, we can conclude all types of desktop computers including regular desktop computers, integrated desktops (All in One PC, AIO PC) are fallen within the scope of this standard. Except for the following products that are not subject to the mandatory performance testing and energy labeling:

a) POS vending machine

POS machine (also known as point-of-sale machine) is an equipment used by many stores to record transactions, calculate amounts as well as track sales or manage inventory at store. Besides, the POS machine can also support users to control sales smoothly thanks to the systematization of barcodes with all information about goods, quantity or unit price. So which POS machines are not subject to energy efficiency?

Clause 3.3, Article 3 of TCVN 13371:2021 defines POS as "device that does not use internal components as with a regular desktop computer, including microprocessors, circuit boards, memories"

This means that POS machines that use specific components that cannot be used by regular desktop computers are exempt from energy efficiency. POS machines that can share components with desktop computers such as processor (CPU), main board, memory (RAM, HDD, SSD) will not be excluded.

b) Workstation computer

A workstation computer is a computer designed to perform professional tasks, with configurations and specifications of components much higher than regular computers, serving tasks such as rendering graphics, create videos, draw AutoCAD, or run other professional engineering applications.

c) Thinclient computer

A thinclient computer is a computer that has an independent power source, but the main computing functions such as data storage and program execution are provided by the resources of another computer (server) remotely. Client computers without built-in storage media (SSDs, HDDs) are not subject to performance testing and energy labeling.

3.   Energy Efficiency DoC document requirements for desktop PC

Required documents to apply for Energy Efficiency certificate for product as follows:

→ Vietnam Energy Efficiency Declaration of Conformity form

→ Minimum Energy Performance Standard (MEPS) test reports

→ Certificates and Accreditation Letter of Test lab if test reports are issued by oversea labs.

→ Energy Label draft artwork (comparative label or recognition label, depends on product type)

Department of Energy Efficiency and Sustainable Development shall review the application dossier and issue Energy Efficiency certificate within 2 weeks. Certificate holder can use Vietnam Energy Label only after DoC process.

4.   Energy Efficiency label used for desktop or desktop PC

Energy Efficiency recognition label is used for desktop

→ Triangle form with green background

→ Not listing brand name and model name of the product

→ Not listing name and address of the importer or manufacturer

→ Have the meaning that product meet "minimum requirement on energy efficiency only

→ Not listing technical specs and energy consumption amount.

5.   VNEEP Energy Efficiency DoC acceptance authority:

After getting MEPS test report and prepare other documents as above listed, applicant shall submit the doosier to Department of Energy Efficiency and Sustainable Development.  The Department of Energy Efficiency and Sustainable Development shall review the application dossier and submit to Minitry of Industry and Trade (Vietnam MOIT) for issuing Energy Efficiency DoC acceptance letter within 1-2 weeks. Certificate holder can use Vietnamese Energy Efficiency Label only after DoC process.

6. Is there a fee to publish energy labels for desktop PCs?

Currently, state agencies do not have regulations on fees for energy labels declaration of conformity. Enterprises only need to pay the cost of energy efficiency testing for products for energy declaration of conformity application. After that, can print their own energy labels to stick on products before selling to customers or consumers.
