EXTENDMAX – The Telecom Metrology and Quality Center (TQC) is an administrative unit under the Vietnam Telecomunication Authority (VNTA) of Ministry of Information and Communications. The Telecom Metrology and Quality Center was established in 2020 through the merger of four units of the VNTA, including the Metrology Center, Verification and Certification Center 1, Verification and Certification Center 2, and Verification and Certification Center 3.
The Telecom Metrology and Quality Center is the first Certification Body designated by the MIC to certify conformity of group 2 goods and products under the Ministry's management responsibility.

The history of the Telecommunications Quality Measurement Center
Establishment Announcement
The Ministry of Information and Communications (MIC) announced the establishment of the Telecom Metrology and Quality Center on September 10, 2020. This was based on the merger of four centers under the Vietnam Telecommunication Authority (VNTA), including:
- Metrology Center (Managing Vilas 103 Testing Laboratory)
- Verification and Certification Center 1
- Verification and Certification Center 2 (Now the HCMC branch of TQC)
- Verification and Certification Center 3 (Now the Da Nang City branch of TQC)

Functions, Tasks, and Powers of the TQC
- Monitor the development indicators of telecommunications and the internet to serve as a basis for competent authorities to formulate policies in these fields.
- Organize measurements and inspections to support inspection, examination, and monitoring in the telecommunications and internet sectors.
- Verify and issue certification for telecommunications equipment and radio stations according to legal regulations.
- Evaluate, issue, and revoke conformity certification for specialized products under the Ministry of Information and Communications' management; issue standard certification according to legal regulations.
- Monitor the quality of products after standard and conformity certification; monitor telecommunications equipment and radio stations post-inspection as per legal regulations.
- Organize technical appraisals in the telecommunications and internet sectors according to legal regulations.
- Collect statistics, report data, and build a database on measurement, inspection, standard certification, and conformity certification in the telecommunications and internet sectors as assigned by the Director of the VNTA.
- Lead research and propose methods for building and managing a specialized telecommunications measurement system; set standards and usage norms for specialized equipment of the VNTA.
- Organize and maintain laboratory operations; calibrate, repair, maintain, and service measurement equipment systems as per legal regulations.
- Provide public services in the telecommunications and internet sectors.
- Consult on quality improvement in various fields such as postal and delivery services, telecommunications, internet, information technology services, telecommunications and internet networks, telecommunications connection, specialized telecommunications engineering, telecommunications equipment, radio stations, and products managed by the Ministry of Information and Communications.
- Advise on the planning of passive telecommunications infrastructure; consult and certify quality management systems according to legal regulations.
- Provide services, means, and equipment for emergencies related to national security, natural disasters, and enemy attacks; assist in flood and storm prevention and search and rescue as assigned by the Director of the VNTA.
- Organize training and professional guidance appropriate to the unit's functions and tasks.
- Participate in drafting and disseminating legal documents on telecommunications, national technical standards as assigned by the Director of the VNTA.
- Participate in inspections and examinations of legal compliance in the telecommunications and internet sectors as assigned by the Director of the VNTA.
- Engage in international cooperation activities within the specialized management scope of the Telecommunications Bureau; implement mutual recognition agreements on standard and conformity certification as regulated by the Ministry of Information and Communications.
- Develop measurement, inspection, certification, and conformity assessment activities in telecommunications, information technology, and internet sectors; generate additional revenue consistent with the Center's functions according to legal regulations and guidelines of the Ministry of Information and Communications; preserve and develop assigned resources.
- Collect, manage, and use fees and revenues from the Center's activities according to State regulations and the authorization of competent authorities.
- Manage the organization, staff, and employees; manage the Center's assets, records, and documents according to legal regulations.
- Perform other tasks assigned by the Director of the VNTA.
Designated or Accredited Capabilities of TQC:
- Decision No. 669/QĐ-BTTTT dated April 14, 2023 issued by the Minister of Information and Communications, designating the Telecom Metrology and Quality Center to conduct testing.
- Decision No. 1174/QĐ-BTTTT dated June 30, 2023 issued by the Minister of Information and Communications, designating the Telecom Metrology and Quality Center to certify group 2 products and goods.
- Decision No. 112/QĐ-VPCNCL dated January 25, 2024 issued by the Bureau of Accreditation (BOA), recognizing the center's testing capabilities as meeting ISO/IEC 17025:2017 standards, with the code VILAS 103.
- Decision No. 50/QĐ-VPCNCL dated January 16, 2024 issued by the Bureau of Accreditation (BOA), recognizing the center's product certification capabilities as meeting ISO/IEC 17065:2012 standards, with the code VICAS 015 - PRO.
