EXTENDMAX - Recently, the Ministry of Science and Technology has issued a draft national technical regulation QCVN xx:202x/BKHCN on safety and electromagnetic compatibility (EMC) for household electrical and electronic equipment. So what is new in this regulation for CR approval in comparison to the current standards, which are QCVN 4:2009/BKHCN on safety and QCVN 9:2012/BKHCN on electromagnetic compatibility? What kind of home appliances shall be fallen under mandatory scope for CR type approval. What will household appliance manufacturers and importers need to prepareto meet the new CR mark approval requirements? Let's learn about it through this article:
1) New technical requirements in comparision to current regulations
Technical regulation QCVN xx:202x/BKHCN, the new regulation on list of home appliance under mandatory scope for Safety and EMC type approval (CR approval), has new outstanding and additional points compared to current regulations as follows:
QCVN xx:202x/BKHCN includes technical requirements for safety and electromagnetic compatibility for household electrical and electronic appliances. This means that QCVN xx:202x/BKHCN will replace QCVN 4:2009/BKHCN on safety and QCVN 9:2012/BKHCN on electromagnetic compatibility since coming into force (for household appliances). The household appliances under the list will need to apply for CR approval according to the new regulation
Additional safety requirements for certain household appliances that previously only had to meet electromagnetic compatibility (EMC) requirements (vacuum cleaners, washing machines, refrigerators and freezers, air conditioners, electric drills) hand held, meat grinder, green smoothie, egg beater...)
Change the form from certification system 5 (with factory audit) or certification system 7 (batch certification / per-lot certification / consigment certification) to apply certification system 1 (typical sample test) for some electrical home appliances (electric irons, toasters, portable grills, hand dryers, hair dryers and hair care appliances, microwave ovens, electric stoves, rapid water heaters
Adding some new products to the list of products subject to CR conformity certification (household water pump, clothes dryer, evaporative air cooler)
Additional requirements on rated voltage, electric frequency, plug type according to TCVN 6190:1999 (1 phase, 220V / 50Hz, plug type A, B, C, E, F, H according to IEC classification) for the home appliances
Note: Certain types of products for household electrical installations will be separated into a different national technical regulation, along with some products that are included in the list of products that are required to be certified for the first time. (electric cable, circuit breaker (CB), socket, plug, socket adapter, extension adapter, power switch ...)
2) Application roadmap of the regulation
Currently, the Ministry of Science and Technology has not issued an official application roadmap. According to the draft circular issued, the application roadmap is expected to be divided into 2 main milestones for CR approval for the household appliances:
- Compulsory application from July 1, 2023 for home appliances that are on the list of mandatory CR certification of conformity according to QCVN 4:2009/BKHCN and QCVN 9:2012/BKHCN, without additional technical requirements technique according to this regulation
- Compulsory application from July 1, 2024 for new household appliances with additional technical requirements on safety or electromagnetic compatibility EMC in comparision to QCVN 4:2009/BKHCN and QCVN 9:2012/BKHCN
3) Scope of application of the regulation
This technical regulation stipulates the requirements for safety, electromagnetic compatibility and management requirements for electrical and electronic household equipment specified in the Lists. items in Appendix 1 and Appendix 2 of this Technical Regulation
The following types of electrical home equipment are not regulated by this technical regulation
→ Electrical equipment using 3-phase AC power;
→ Ventilation fans, duct fans (Duct fans) with a rated power consumption of more than 125 W;
→ Electrical equipment operating on DC power such as battery-powered equipment or equipment supplied with DC power from a removable power adapter, outside the device.
NOTE: Electrical equipment that can operate in 2 modes using DC power or using AC power is still within the scope of this technical regulation;
→ Refrigerator, freezer, refrigerator-freezer with total volume over 1000 Liters;
→ Washing machines, clothes dryers with a rated capacity of over 15 kg;
→ Storage water heaters with a nominal capacity of more than 50 Liters;
→ Water pump with a rated input power above 2 kW;
→ Electric hand-held drills with rated input power over 1000 W;
→ Electric hand-held grinders with a nominal wheel diameter exceeding 125 mm;
→ Electric hand-held circular saws with a nominal blade diameter over 190 mm;
→ Parts of air conditioners (indoor blocks or similar) used for installation in air conditioning systems with main equipment using 3-phase power supply;
NOTE: Air conditioning components can be combined with main equipment using 3-phase power or can also be combined with main equipment using single-phase power source still within the scope of regulation of this technical regulations.
→ Electrical equipment that is not within the scope of application of the corresponding standards stated in the List of electrical equipment.
→ Electrical equipment with a rated current greater than 25 A is not subject to the electromagnetic compatibility specifications of this technical regulation.
