EXTENDMAX - Lithium battery packs used for portable applications in Vietnam (smart phones, laptop computers, and tablets) are subjected to mandatory Declaration of Conformity (DoC) of Ministry of Information and Communications (MIC Vietnam). Requirement is complied to national technical standard QCVN 101:2020/BTTTT (which is equal to IEC 62133-2:2017 and IEC 61960-3:2017). For the first stage of implementation since 01-Oct-2017, only item 2.6 - Safety requirement of QCVN 101:2020/BTTTT (IEC 62133-2:2017) is enforced.
1. REGULATIONS AND DOCUMENT REQUIREMENTS:
Procedures and documents required to for battery Declaration of Conformity (DoC) are regulated by the following regulations of MIC Vietnam:

2. PROCEDURE AND IMPORT REQUIREMENTS
To import lithium battery, the typical procedures as below:
(1) Importer to apply for Product Qualtity Inspection Registration process
(2) Apply for local testing for lithium battery (can be done before importation)
(3) Make self-assessment DoC then submit to VNTA authority
(4) Put on ICT mark before selling product to the market
3. EXTENDMAX'S RECOMMENDATION NOTES
→ Testing for battery and cell need many test samples and samples usually broken after test, manufacturer should send test samples to Vietnam in advance for testing, before importation
→ Importer will need test reports for both battery and cells according to QCVN 101:2020/BTTTT - item 2.6 (at least)
→ For importing host device only (mobile phone, tablet, notebook PC), test report for battery and cell are still required as one the importation requirement of those host devices
→ You dont need to put ICT Mark on the battery in case it will be installed into host device (mobile phone, tablet, notebook PC), then the host device will be exported to Vietnam. ICT Mark of the host device shall cover and valid for the battery in this case
→ Testing and DoC for battery (including its cell) is required for both integrated battery and removable battery

Q: What is the type of certificate required for lithium battery? What Authority issue?
A: Viet Nam Telecommunication Authority (VNTA) of MIC Vietnam verifies application dossier.
Q: Do we need DoC for lithium battery not used for smart phones, laptop computers, or tablets?
A: Lithium battery packs not used for smart phones, laptop computers, or tablets are out of scope of QCVN 101:2020/BTTTT and not subjected to MIC DoC.
Q: Do we need IEC 62133-2:2017 reports issued by MIC designated Vietnamese laboratories or MIC recognized MRA laboratories?
A: Pursuant to Document 2361/BTTTT-KHCN, test report issued by MIC designated laboratories is basis requirement. EC 62133-2 : 2017 test reports issued by ISO 17025 certified laboratory will be accepted by VNTA for limited cases with conditions only (A copy of ISO 17025 certificate of report issuer is required accordingly)
Q: Do we need IEC 61960-3:2017 reports?
A: IEC 61960-3:2017 report is temporarily not required by MIC till further regulation released.
Q: Do we need Vietnam ADoC for integrated lithium battery pack?
A: Both standalone and integrated lithium battery packs are regulated by Circular 04/2023/TT-BTTTT and subjected to DoC.
