Vietnam MIC issue QCVN 101:2020/BTTTT, replacing QCVN 101:2016/BTTTT from July 01, 2021

On July 09, 2020 Vietnam MIC has released Circular No. 15/2020/TT-BTTTT officially issue QCVN 101:2020/BTTTT - the National technical regulation on lithium batteries used for handheld equipment (mobile phone, tablet, and laptop PC)

MIC has issued Circular No.15/2020/TT-BTTTT dated July 09, 2020 to officially issue the National technical regulation on lithium batteries used for handheld equipment (mobile phone, tablet, and laptop PC) - QCVN 101:2020/BTTTT for lithium batteries used for handheld equipment (mobile phone, tablet, and laptop PC). The QCVN 101:2020/BTTTT is composed based on IEC 61960-3:2017 and TCVN 11919-2:2017 (IEC 62133-2:2017) and equivalent to those standards on technical matters, but there are adding contents for Vietnam MIC management purposes.

Highlighted features:

(1) Shock test and Vibration test are new features of Safety requirements in QCVN 101:2020/BTTTT (in comparision to existing requirements of QCVN 101:2016/BTTTT)

(2) QCVN 101:2020/BTTTT shall replace QCVN 101:2016/BTTTT from 01 July 2021. All the batteries and cells which keeps being sold to Vietnam after enforcement date shall need to be retested according to the new technical regulation QCVN 101:2020/BTTTT.

(3) Because there are new test items (vibration test and shock test which are parts of UN 38.3) cost to test the batteries and cells are expected to be higher than it is now.

ExtendMax's comments:

(1) Pursuant to the National technical regulations, all Vietnamese and foreingner organization and individual which having manufacturing or trading the lithium batteries used for handheld equipment (mobile phone, tablet, and laptop PC) within Vietnam border shall be under scope of application. It means this national regulation covers all the factories within Vietnam's border, including the facories located in Export Proccessing Zone unless there is other official regulation to make them exempted.

 (2) All though the new regulations requires compliance for both performance and safety compliance, MIC may issue a guidance later which shall ask for Safety compliance (item 2.6) only
