On February 14, 2025, the Ministry of Science and Technology (MOST) officially issued Circular No. 01/2025/TT-BKHCN, accompanied by the national technical regulation QCVN 25:2025/BKHCN on electrical equipment for household installations and similar systems. This regulation was drafted by the National Technical Regulation Drafting Committee on Electrical Equipment for Household Installations and Similar Systems and was reviewed by the National Standards and Metrology Committee.
The national technical regulation QCVN 25:2025/BKHCN applies to organizations and individuals engaged in the production and trading of electrical equipment, regulatory authorities, and other relevant entities.
Scope of Application of QCVN 25:2025/BKHCN
QCVN 25:2025/BKHCN stipulates safety and management requirements for electrical equipment used in household installations and similar systems, as specified in the list provided in Annex A and Annex B of this regulation, along with their corresponding HS codes.
The scope of this regulation is limited to electrical equipment designed for installation in residential electrical systems with a maximum voltage of 440V AC.

Electrical equipment not covered by QCVN 25:2025/BKHCN
The following types of electrical equipment are not subject to the scope of QCVN 25:2025/BKHCN:
- Explosion-proof electrical equipment as specified in the Group 2 Goods List of the Ministry of Industry and Trade.
- Socket outlets, plugs, socket adapters, and extension cord sets with a rated current exceeding 32 A.
- Electrical switches with a rated current exceeding 20 A.
- Electrical switches designed for installation within electrical devices.
- Circuit breakers (CB) with a rated current exceeding 63 A.
- Electrical equipment not covered by the corresponding TCVN standards, if listed in the Electrical Equipment List.
Implementation roadmap of QCVN 25:2025/BKHCN
QCVN 25:2025/BKHCN stipulates that domestically manufactured electrical equipment must undergo conformity certification and declaration in accordance with this regulation and must bear the conformity mark before being marketed. Imported electrical equipment must undergo state quality inspection, including conformity declaration review under this national technical regulation, and must also bear the conformity mark before being marketed.
- From April 1, 2025: Organizations and individuals engaged in the production and trading of electrical equipment are encouraged to voluntarily apply QCVN 25:2025/BKHCN.
- From April 1, 2027: Electrical equipment listed in Annex A and Annex B of QCVN 25:2025/BKHCN must fully comply with this regulation before being placed on the market (mandatory application).
