EXTENDMAX - Vietnam MIC has officially released three new National Technical Regulations QCVN 54:2020/BTTTT, QCVN 74:2020/BTTTT, QCVN 122:2020/BTTTT with major changes.
1) Circular 34/2020/TT-BTTTT and QCVN 74:2020/BTTTT (for 1GHz ~ 40GHz SRD).
2) Circular 35/2020/TT-BTTTT and QCVN 54:2020/BTTTT (for 2.4GHz Wi-Fi and BT)
3) Circular 38/2020/TT-BTTTT and QCVN 122:2020/BTTTT (for LPWAN and LoRa)
Due to management purposes and some changes in technical requirements, these standards are not totally equivalent to ETSI standards so MRA test report according to ETSI standards may not accepted by the VNTA to cover Vietnamese standards. In order to use in Vietnam for certification purpose, the MRA labs should issue test report according to Vietnamese standards to meet these requirements.
The above listed new National Technical Regulations shall enter in force from July 01, 2021 and affected products shall need to obtain new Type Approval certificate accordingly
1. Summarizations on the new MIC national technical regulations (standards)
1.1. QCVN 54:2020/BTTTT:
QCVN 54:2020/BTTTT is a new version of QCVN 54 for 2.4GHz Wide band SRDs

Remarks:
- Due to differences on technical requirement and limits, MRA reports according to EN 300 328 V2.2.2 (2019-07) may not be accepted, MRA labs should perform testing according to QCVN 54:2020/BTTTT directly
- QCVN 54:2020/BTTTT not only replace QCVN 54:2011/BTTTT but also replace QCVN 47:2015/BTTTT for WIFI products having Tx power over 100mW EIRP but equal or less than 200mW EIRP (Access Points is a typical example)
1.2. QCVN 74:2020/BTTTT:
QCVN 74:2020/BTTTT is a new version of QCVN 74 for 1 GHz ~ 40 GHz SRDs (RFID, SRD radar detector..)

Remarks:
- Since the technical requirements between QCVN 74:2020/BTTTT and ETSI EN 300 440 V2.2.1(2018-07) are equivalent, CE test reports issued by MRA labs could be still acceptable for Type Approval application (not confirmed yet, depending on certification authority’s opinion)
- SRD for non-specific application using 5725 ~ 5850 MHz bands will be fallen within scope of this regulations. Meanwhile 5725 ~ 5850 MHz Wi-Fi products shall still be under scope of the QCVN 65.
1.3. QCVN 122:2020/BTTTT:
QCVN 112:2020/BTTTT is a total new technical regulation for LPWAN / LoRa wireless products

Remarks:
- After researching for possibility to allow Tx power for LPWAN products upto 500mW EIRP, the MIC has finally made decisions to keep Tx power at almost the same limits as it is now at 14dBm only
- This regulation does not apply to LPWAN products using IMT licensed frequencies bands.
2. Major Impacts caused by the new MIC national technical regulations (standards)
2.1. All test report according to former version QCVN 54:2011/BTTTT or QCVN 74:2013/BTTTT shall not be accepted for type approval certification. Customer need to re-test according to 2020 version
2.2. All Type Approval certificate which list QCVN 54:2011/BTTTT or QCVN 74:2013/BTTTT need to be renewed or add-in QCVN 54:2020/BTTTT / QCVN 74:2020/BTTTT to maintain validity for importation
2.3. MRA labs need to apply for MIC MRA recognition according to new standards in order to get test reports accepted by MIC Vietnam for the new standards
2.4. Impacted product categories:
- Impacted by QCVN 54:2020/BTTTT: All the products which has Wi-Fi or Zigbee (Laptop, tablet, mobile phone, access point, Wi-Fi router, other kind of product having Wi-Fi connection, smarthome Zigbee products...)
- Impacted by QCVN 74:2020/BTTTT: SRD operated in 1GHz – 40GHz bands like 2.4GHz RFID / SRD, 24 GHz radar… (except for Wi-Fi, BT, Zigbee or other kinds of product which a more specific technical regulation has been applied)
- Impacted by QCVN 122:2020/BTTTT: LoRa / LPWAN products
