EXTENDMAX – Marine radio transmitter and transceivers used on ships, ferries, and coast stations are under regulations MIC Vietnam for radio communication interfaces. Some of marine radio are also under regulations of Ministry of Transport (MT) Vietnam as being equipment to be installed on marine transportation means (ships and ferries). In this article, we guide for regulation of MIC only which will be required for the products to enter Vietnam (MT Type Approval is after-clearance type).
Pursuant to regulations of Vietnam Government at Decree 132/2008/ND-CP and Decree 74/2018/ND-CP and Circular 15/2018/TT-BTTTT, marine radio transceivers and transmitters are required to do “Product Quality Inspection Registration” (PQIR) process for customs clearance.
Pursuant to regulations of MIC Vietnam at Circular 04/2016/TT-BTTTT (or circular which shall replace Circular 04/2016/TT-BTTTT in future), marine radio transmitters and transceivers are required to obtained MIC Type Approval certificate and/or MIC Self-assessment Declaration of Conformity (SDoC).
End-user also has to obtain frequency permit from Radio Frequency Management Authority (ARFM) before use for most of marine radio.
Below marine radio transceivers and transmitters are fallen within MIC regulatory scope:
- Marine radar (Type Approval for RF and SDoC for EMC are required)
- MF / HF / VHF / UHF telephone (Type Approval is required)
- Marine Navigator (DoC is required)
- VSAT (Very Small Aperture Terminal) C band and Ku band used on ships (SDoC is required)
- MH / HF / VHF DSC (Digital Selective Calling) Whatchkeepers (SDoC is required)
- VHF transceivers on rescue vessels (SDoC is required)
- GMDSS transceivers on coast station (SDoC is required)
- Inmarsat C / Inmarsat F77 stations (SDoC is required)
- EPIRB (Emergency Position-Indicating Radio Beacon) (SDoC is required)
- AIS ( Automatic Identification System) transponder (SDoC is required)
- SART (Seach and Rescue Radio Transponder) (SDoC is required)
- Other marine radios (SDoC is required)
1. Applicable regulations for marine radio transmitters and transceivers.
Depends on product categories and operating frequencies, national technical regulations (issued by MIC) applied for marine transmitter and transceiver will be regulated by Circular 04/2018/TT-BTTTT of MIC Vietnam.
2. Type Approval certification procedures and requirements:
Required documents to apply for Type Approval certificate as follows:
- Type approval application form
- A copy of Vietnam business license of local applicant
- Product specifications sheet or product data sheet
- Eligible test reports issued by local laboratories or oversea laboratories recognized by MIC Vietnam under MRA (with appropriate scope)
- MIC Vietnam temporary accepts test report issued by manufacturer or ISO 17025 accredited test laboratories for certain CE standards listed on Documents 1551/BTTTT-KHCN for marine radios.
A Verification and Certification Center of Vietnam Telecommunications Authority (VNTA) shall review the application dossier and issue Type Approval certificate within 2 weeks if the application complies with MIC Vietnam and VNTA regulations.
3. Certification Authorities
Depends on register address of local certificate holder, application documents must be submitted to one of the following address
The Verification and Certification Center 1 of VNTA located in Hanoi: for applicants having register address in the North of Vietnam
The Verification and Certification Center 2 of VNTA located in HCMC: for applicants having register address in the South of Vietnam
The Verification and Certification Center 3 of VNTA located in Da Nang: for applicants having register address in the Middle of Vietnam
4. Declaration of Conformity and VNTA Import Permit process
After obtaining Type Approval certificate, applicant has to prepare a Declaration of Conformity dossier and apply again to VNTA for SDoC under process regulated by Decree 74/2018/ND-CP and Circular 15/2018/TT-BTTTT of MIC Vietnam.
For products which is under MIC Self-assessment DoC only, Type Approval certification process will be skipped, but test report will still be required
Required documents for Self-assessment Declaration of Conformity as follows:
- Self-assessment Declaration of Conformity form
- A copy of type approval certificate of product (for products under MIC Type Approval)
- Eligible test reports (for products under MIC SDoC)
- Product specifications sheet or product data sheet
- A copy of Business license of applicant for the first application dossier
- ICT Mark of applicant
For imported products, VNTA just acknowledge and file the documents only.
For local manufactured products, VNTA shall verify the documents and release Letter of Acceptance of Declaration of Conformity within 05 working days if the application dossier is sufficient and complies with requirements.
