VNTA held a conference on new technical regulation applying to mobile terminal devices and mobile phones


Implementing the goal of state management in the national digital transformation roadmap, shutting down old technologies (2G or 3G), and popularizing smartphone in Vietnam, VNTA has held a seminar on June 26, 2020 to take comments from manufacturers (Apple, samsung, VinSmart, OPPO, ZTE ...), importers, and network carriers (Viettel, Mobiphone ...) on the draft National technical regulation QCVN 117:2020 /BTTTT before submitting to MIC for issuing the official draft.

New features of QCVN 117:202x /BTTTT in comparison to the current regulations:

1. Consolidate radio access technical regulations that are applied separately to 2G, 3G, 4G into one technical regulation applied for mobile terminals in general (similar to QCVN 86: 2019 / BTTTT for RF EMC). This new regulation shall:

- Replace QCVN 12:2015/BTTTT for GSM mobile terminal devices

- Replace QCVN 15:2015/BTTTT for WCDMA mobile terminal devices

- Replace QCVN 117:2018/BTTTT for 4G LTE mobile terminal devices

Combined with management requirement of Vietnam Government, the new regulations are composed based on technical requirements of below CE standards:

ETSI EN 301 908-1 V11.1.1 (2016-07)

ETSI EN 301 908-13 V11.1.1 (2016-07)

ETSI EN 301 908-2 V6.2.1 (2013-10)

ETSI EN 301 511 V9.0.2 (2003-03)

ETSI TS 151 010-1 V12.2.0 (2014-11)

2. Adding bands recently planned by the Vietnam Government for 4G LTE and LTE-Advance, including E-UTRA FDD LTE B1, B3, B5, B7, B8 bands and some CA E-UTRA bands.

3. Mobile phones and mobile terminal devices imported or domestically produced after the effective date of this regulation must be integrated with E-UTRA (4G) technology and must be able to be operated on all or one of the bands specified by the new regulation.

4. The regulation QCVN 117:202x/BTTTT is supposed to be officially released in 2020 and take effect from July 01, 2021.

5. Mobile phones and mobile communication terminals which do not yet have 4G technology, but imported or domestically produced and granted certificate of conformity before the effective of this regulation, shall be allowed to be sold until the certificate of conformity expires.


Based on the above technical requirements, mobile phone products (including smartphones and feature phones) and other mobile communication terminals (e.g. vehicle black box, GPS tracker, dataloggers, smart watches that use SIM ...) will be required to integrate 4G technology in order to apply for MIC conformity certificate.

Eventhough the terminal device supports 4G technology, the network infrastructure must also be compatible and provide IMS (IP Multimedia Subsystem) service to be able to convert voice calls via VoLTE (Voice over Long-Term Evolution) or VoWifi (Voice over Wi-Fi) to avoid dropped calls when users move out of 4G coverage and switch to only 2G / 3G coverage. 4G LTE / LTE-Advance technology is currently not common on feature phones, low-cost smartphones to reduce production costs, technology license costs. To be able to continue exporting products to Vietnam and obtaining conformity certificate after effective date of the new regulation, manufacturers must have appropriate R&D roadmap, integrated 4G technology for these products.
